2. It is stated that the petitioner is the owner and possessor of agricultural dry land admeasuring to an extent of Acs. 07.30 guntas in Survey No.44 and Acs. O5.OO guntas in Survey No.76, situated at Mohmad Nagar Village, Kaldukur Mandal, Ranga Reddy District (for short, 'the 2 CVBR, J W.P. No.9241 of 2O25 subject propertyJ, having purchased the same from its original owners through two registered Agreement of Sale-cum-General Power of Attorney uide Document Nos.l7717 of 2006 and 177L8 of 20O6 dated 30.08.2006. It is further stated that in the present Dharani records, the names of the vendors of the petitioner are reflecting. It is further submittod that over the time, the lands in Survey Nos.44 an.d 76 have been sub-divicled into various survey numbers. Hence, the present writ petition.
3. Considered the submissions of the ledrned counsel for the petitioner and the learned Assistant Government Pleader for Revenue appearing for the respondents and with their consent, this writ petition is disposed of at the admission stage.

Learned counsel for the petitioner contended that since the petitioner claiming rights under the agreement of sale-cum-general power of attorney uide Document Nos.17717 of 2006 and 17718 of 2006 dated 30.08.2006 and he is an absolute owner and possessor of the subject property, he sought for the conversion permission under the provisions of the NALA Act, 2006.

It is settled iaw that the agricultural lands can be converted into non-agricultural purposes subject to the owners obtaining the pattadar passbooks under the provisions of the Telangana state Rights in Land and Pattadar Passbooks Act, l97l or the Telangana State Rights in Land and Pattadar Passbooks Act, 2O2O and the Rules made thereunder' The persons who alleged to have purchased the property under agreement of sale-cum-power of attorney-cum-development and with possession' the said documents never confer any rights for transfer of property or ownership overtheland.Sunlessaregisteredsaledeedisbeingexecutedenforcingthe 4 CVBR, J W.P.No.9241 of 2025 agreement of saie. The petitioner relying upon the alleged registered agreement of sale-cum-power of attorney uide Document Nos. 17717 of 2006 and, 17778 of 2O06 dated 30.O8.2006 stated to have fik:d applications seeking for conversion of agricultural dry land to non-agricultural land under the provisions of the NALA Act, 20O6. Since the per:itioner has not enclosed necessary documents relating to transfer of title, he is not entitled for conversion of the subject land for non-agricultural purpose. Therefore, the writ petition filed by the petitioner is misconceived anrl is liable to be dismissed with costs.
6. When the matter is taken up for hearing on 26.03.2025, learned counsel for the petitioner sought for time and the writ petition is posted today. Today when the matter is taken up for consideration, learned counsel for the petitioner on record argued the matter. Alter dictating the order, learned counsel for the petitioner sought permission for withdrawal of the writ petition. The said request made by the learned counsel for the petitioner is declined. 7 . Accordingly, the Writ petition is dismissed with costs of Rs. 10,000/- (Rupees ten thousand only) payable to the Account No -62423627 327 (Library) of the Telangana High court Advocates, Association, Hyderabad within a period of two (o2) weeks from the date of CVBR, J W.P.No.9241 of 2O25 receipt of a copy of this order and proof of payment thereof shall be liled before the Registry.
