22.10.2024 submitted by the petitioners seeking for conducting survey and demarcation of the lands to an extent o[ Acs.2.18 guntas in Sy.No.218l4ll aod Acs.2.l7 guntas in Sy.No.218/4/2, situated at Maniyarpatly Village, Kohir Mandal, Sangareddy Dislrict, as illcgal and arbitrary,and conscquenlly, prayed lor othcr appropriate reliefs.

It is stated that the petitioners are the pattadars and possessors of the agricultural lands to an extent of Acs.2.18 guntas in Sy.No.218/4/1 and Acs.2.I7 guntas in Sy.No.218/4/2, situated at Maniyarpally Village, Kohir Mandal, Sangareddy District. [t is further stated that the names o[ lhe petitioners were reflecled in all the revenue records as pattadars and they u,ere also issued c pattadar pass books bearing Nos.TO910O 190282 Khata No.346) and T0910O190463 (Khata No.589) under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act, 202O. It is further stated that when the ncighbouring land owners have started disturbing the boundaries of the subject land and as such, 2 CVBR, J Wp-8772 2025 the petitioners have submitted F-Line applications, datccl
22.10.2024 to respondent Nos.3 and 4, by paying requisite fec to conduct survey of the subject land and fix the boundaries. The grievance of the petitioners is that even after receiving the said F Linc applications, the respondent authorities are not conducting survey and fixation of the boundaries.

4. Lcarned counsel for the petitioners has submitted that in terms of the circular issued by the Commissioner, Survey, Settlements and Land Records, the respondents are bound to considcr the application within 45 days from the datc o[ thc applicat ion after collecting necessary charges.

Sri L.Ravinder, learned Assistant Governmenl pleader for Revenuc appearing for thc respondents has submitted that the respondent authorities will consider the aforesaicl F_Line application submitted by the petitioner by following due procedure laid down under law and conduct survey and demarcate the subject land by fixing boundaries. 3 CVBR, J Wp_8772 2025

It is settled law that the Survey Department has the authority to conduct survey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act, 1 3 17 Fasli (Act No. VIII of 1317 Fasli), the Telangana Survey and Boundarics Act, 1923, and the Rutes framed thereunder. The Government has issued various circulars specifying the condilions for conducting surveys, particularly F-Line (field measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulfilled, the survey and boundary fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Teiangana Survey and Boundaries Act, 1923, issued relevant circulars from time to time vide Rc.No.Nl/6543/99, dated 25.O7.2OO1, Rc.No.Nl/ 1408/07, dated
13.O7.2OO7, and Rc.No.N2/1741l2OlO, dated 18.05.2010 stipulating the conditions for conducting survey of private lands and as per the said circulars, if the petitioner fulfils all the conditions of the said circular, it is an obligation for the respondents to conduct survey within the time specified in thc said circulars.
7. ln view of the aforesaid discussion, this Court deems it appropriate to dispose of this writ petition directing respondents I l 4 a_-) 'l CVBR, J Wp 8772 2025 Nos.3 and 4 to examine the petitioners, F-Line applications uide Nos.D8R022401103475 and DER022401103480, dated 22.10.2024 submitted for conducting survey and dcmarcation by fixing boundary stones to the petitioners, la.nds to an extent of Acs.2.l8 Eluntas in Sy.No.21g/4/1 and Acs.2.l7 guntas ir_r Sy.No.218l4/2, siruatcd at Maniyarpaly Village, Kohir Mandal, sangareddy District and if the petitioners rurrrlr a the conditions mentioncd in the circulars issued by the Commissioner, Survey, Settlements and Land Records from time to time, after issuing nolices to all the persons interested and adjacent pattadars and after considcring their objections, respondent Nos.3 and 4 shall conduct survey of the aforesaid lands, rvithin a period of eight (g) u,eeks from the datc of receipt of a copy of this order. 8 With the above observations, this Writ petition is disposed of_ There shall be no ordcr as to costs
