Gounssl for tte Petitioner : SSI DIDA VIJAYA KUUIAR Counsef for the Regpon$gntg [rrlo.1to5 : G! fQR BEVENUE Counsel for the Respondents No.6te8 : The Court made the following: ORDER THE HON,BLE SRI JUSTICE C.V.BHASKAR REDDY WRIT PETITION No.8437 of 2025 ORDER: This u,rit petition is filed seeking follovging relief: "For the reasons stated in the accompanying affidavit filed in support of the writ petition, it is prayed that this Honble Court may be pleased to issue any writ, or order or direction more particularly one in the nature ol writ of Maldamus, declaring the inaction of the Respondents No.2 to 5 in not considering the Petitioner's TM33 Application No- 2200064824 dated O7-O7- 2022 &. 08 O7-2O22 which rvas given to the Respondent No.2 for passbook data correction with a request to enter the extent of land admeasuring Acre OO-32 Guntas in survey No. 56leD12l1 situated at l(onapur Village, Amangal Mandal, Ranga Redd5, District in Petitioner's passbook No, T05020030177, Khata No. 307 as being arbitrary, illegal, in violation of principles of natural justice, colorable exercise of power, abuse of process of la*,, abuse of potter entrusted by larv, abuse of official capacity and position and besides in violation of Article 14, 2l and 3O0-A of Constitution of India and consequentially direct the Respondents No.2 to 5 to record the Petitioner's narne as a Pattadar in Dharani portal/revenue record for the land admeasuring Acre 0O-32 Guntas in survey No. 56/e5l2ll situated at Konapur Village, Amangal Manclal, Ranga Reddy District and accordingly make entry in Petitioner's passbook No. TO5O20O30177, Khata No. 307 to that extent and pass such other and further order or orders as this Hon'ble Court may deem ht and proper in the circumstances of the case a:rd in the interest of iustice."

It is stated tJlat the petitioner is the absolute owner and possessor of land admeasuring to an extent of Acs. 00.32 guntas in Survey No.56/e/211, situated at Konapur Village, Amangal Mandal, Ranga Reddy District, having purchased the same under a registered Sale Deed uide document No.2849 of 2006 dated 27 .04.2006. It is further stated that originally Sri Nenavath Pulya was the absolute owner and possessor of the land admeasuring to an extent of Acs. O4.32 guntas in Survey No.56, situated at Konapur Village, Amangal Mandal, Ranga Reddy District and he I I I 2 CVBR, J W.P.No.8437 of 2025 sold the said land to six persons and one Smt. Nenavath Koti sold her share of land admeasuring to an extent of Acs. 00.32 guntas to the petitioner and respondent No.6 purchased land admeasuring to an extent of Acs. 04.00 guntas from Sri Nenavath Jaka and four others and got entered his name as pattadar to the land admeasuring to an extent of Acs. 04.32 guntas, which includes the petitioner's land admeasuring Acs. 0O.32 guntas, by virtue of mutation proceedings No.7O69 of 20O6. It is further stated that aggrieved by the said entries in the revenue records, the petitioner made a representation dated, 26.09.2O17 to the 5m respondent and the 56 respondent did not consider the petitioner's representation on the ground that the name of the petitioner's vendor was not found in the revenue records and the total extent of land admeasuring to an extent ofAcs. 04.32 guntas in Survey No.56/eo/2 was recorded in thc name of the 6d. respondent. It is further stated that the petitioner approached the 4 , respondent questioning the memo dated O3.lO.2Ol7 and the 4rh respondent passed an order dated 18.08.2020 whereunder he cancelled the pattadar passbook and title deeds issued in the name of the 6d, respondent and directed the Sth respondent to issue notice to the petitioner as well as the 6d, respondent and examine the case and pass appropriate orders within a period of two months, but the official respondents have not taken any action as per the order dated 18.08.2020 and the said order dated 18.08.2020 in Appeal Case No.1479 of 2019 has attained finality. The grievance of the petitioner is that he made an application to the 2nd respondent uide TM-33 Application No.22OOOO64824 I I I , 3 CVBR, J W.P.No.8437 of 2O25 d,ated O7.O7.2O22 and O8.O7.2O22 by payrng requisite application fee for passbook data correction with a request to enter the extent of land admeasuring Acs. 0O.32 guntas in Survey No.sp I es / 2 / 1 , situated at Konapur Village, Amangal Mandal, Ranga Reddy District in his passbook No.T05O20O30 177 , Khata No.307 and also paid requisite application fee, but till now, the 2nd respondent has not passed any order on the said application of the petitioner. Hence, the present writ petition.

3. Considered the submissions made hy the learned counsel for the parties and with their consent, this writ petition is disposed of at the admission stage.

4. Learned Government Pleader has not disputed the fact that the 4th respondent has passed an order dated 18.O8.2O2O in Appeal Case I \ No.t479 of 2Ol9 and the said order has attained finality. Learned Government Pleader further has also not denied the fact that the petitioner made an application to the 2.d respondent uide TM-33 Application I { No.22000064824 dated 07.O7.2022 and 08.O7.2022 for passbook data I correction in the revenue records and consequential issuance of the pattadar passbooks.

Admittedly, the application submitted by the petitioner uide TM-33 Application No.22OOOO64a24 dated, 07.O7.2O22 and O8.O7.2022 rs pending on the hle of the 2"d respondent for the past three years and the "TEIE 4 CVBR, J W.P.No.8437 of 2025 6, action of the respondent :ruthoritie s in not disposing of the said application is highly deprecated.

In view of the above, this Court is of the opinion that the ends of justice would be met if the 56 respondent-Tahsildar is directed to consider the application submitted by the petitioner uide TM-33 Application No.22O00064824 dated 07.O7.2022 and 08.07.2022 and pass appropriate orders in accordance with law within a period of one (Ol) month from the date of receipt of a copy of this order, after issuing notice to the petitioner as well as all interested and affected parties over the subject land. I
