2. Heard Mr. K. Pradeep Reddy, learned counsel for petitioner and Ms. D.Haritha Kiran, learned Assistalt Government Pleader for Stamps and Registration for respondent Nos. 1 to 4

By G.O.Ms.No.3O, dated 25.O3.2O23, upon reorganization of Sub District of Sangareddy and creation of Sub District of Patancheru in Medak Registration District and its amalgamation with Registrar Ofhce, 2 JAK, J W.P.No.9O95 of 2023 '-i t I Medak at Patancher-u, the proposai to change the head quarters of Registrar Ofhce, Medak from Sangareddy to Patancheru was taken up arrd by the said G'O., it was ratifred. 4 . Learned counsel for petitioner submitted that vide G.O.Ms.No.30, dated 25.O3.2023, head quarters of District Registrar Office, Medak, was proposed to be shifted from Sangareddy to Patancheru, that would create hardship to a-11 the citizens of the Salgareddy and nearby villages, as they have to travel to Patancheru for registration. It is also submitted that a representation was made b1 petitioner to the office of Chief Minister and also to other ministers seeking their induigence in quashing the G.O.Ms.No.3O dated 25.03-2023. It is further submitted ttrat no reasons have been assigned justifying the shifting of District Registrar Office from Sangareddy to Patancheru. 3 JAK, J W.P.No.9095 of 2O23

It is submitted that a1l the District Ofhces are located in Sangareddy under are integrated complex, shifting the District Registrar Office from Sangareddy to Patancheru would only cause inconvenience to the people. Hence, writ petition is hled seeking a direction to quash the G.O.Ms.No.3O dated 25.O3.2O23.

On the other hand, learned Assistart Government Pieader for Starnps and Registration appearing for respondents submitted that a vacate stay petition is f,rled and counsel invited attention of this Court to paragraph Nos.4 to 7 of the vacate stay petition which a-re as follows: "4. It is respectfully submitted that, the Government of Telangala, through G.O.Ms.No.3O, Revenue (Registration-Il) Department, dated 25.03.2023, had ordered the bifurcation of the ecisting Registration Sub-District into two Sub_ Districts-one at Sangareddy ald another at Patancheru. Upon careful reconsideration and in order to maintain a fair balance between administrative efficiency and public convenience, it is decided that the District Registrar,s Offrce shall continue to be stationed at Sangareddy (Kandi), 4 JAK, J W.P.No.9095 of 2023 administering (16) Sub-Registrar Oflrces in Sangarcddy. Siddipet, and Medak Revenue Districts. This cnsures that the long- standing headquzrrters of the Registration District remains at Sangareddy rvhile simultaneously addressing the legitrmate needs of the rapidly erowing urban areas of Patalcheru.

It is further agreed to shift the Original Branch of the District Registra-r's Office i.e., Sub- Registration Ofhce of Patancheru to Patancheru town along with two sanctioned posts of Joint Sub Registrar-I and ,Joint Sub- Registrar-ll, as rvell as one temporarv post of Joint Sub-Registrar III, RO Patanchcru Amccnpur, Ramachandrapuram, and Patancheru Mandals, sha1l accordingly function as a Sub Registration District under the administrative control of the District Registrar, Sangareddy. comprising

6. It is submitted that, Patancheru has emerged as a fast-growing urban centre with a heaw volume of registration transactions. It is geographically convenient for the residents of Ameenpur, Ramachandrapuram, and Patancheru mandals, which have high potential for revenue collection, as shown in thc cnclosed statement. Locatrng the Original Branch of thc District Registrar's Office ie., Sub-Registration Office of Patancheru at Patancheru with Joint Sub- Registrars ensures better accessibility, efficiency, and public convenience, while retaining the District Registrar's headquarters at Sangareddy (Kandi). 4-A. It is further submitted that the potentiality of registrations at Patancheru is far higher than Salgareddy, as evidenced by departmental data. For the year 2024 25, , r/' 5 JAK, J W.P.No.9095 of 2023 Patarrcheru registered 32,455 documents generating {799.29 crores, whereas Sangareddy registered only 8,991 documents generating {69.9 crores. In 2023-24 as well, Patalcheru handled 37,698 documents generating 1299.i3. crores, compared to, Sangareddy's 9,S16 documents generating {75.46 crores. The growth trends also reveal that Patancheru recorded a 23.34yo increase in flat- related revenue dtring 2024-25, reflecting Ameenpur, Ramachaldrapuram, and Patancheru mandals. In contrast, Sangareddy's growth remained modest and in some categories showed decline. These hgures clearly establish that Patancheru, with its signihcantly higher trarsaction volumes and revenue potential & Public access & convenience is best suited for locating the Original Branch of the District Regist rar's i.e., Su b-Registration Oflice of Patancheru, while retaining the District Registrar's headquarters at Sangareddy (Kandi). urbanization

7. It is submitted that, the apprehension of the Petitioner that services at Sangareddy have been curlailed is wholiy misconceived. The Sub- Registrar Ofhce at Sangareddy continues to provide all registration and al1ied services without interruption. Only the Originat Branch i.e., Sub- Registration Office of Patancheru has been shifted to Patancheru for urban convenience, while the administrative headquarters remains at Sangareddy, which continues to oversee the functioning of (16) Sub- Registrar Offices across Sangareddy, Siddipet, and Medak Revenue Districts." 6 JAK. J W.P.No.9095 of 2023 7 Basing on the contents of the vacate stay petition, it is submitted that apprehension of petitioner 1S misconceived and that the Registrar Office at Sangareddy is being continued and that the State Government is not intending to shift the Registrar Office from Sangareddy to Patancheru B. Learned Assistant Government Pleader placed on record u,ritten instmctions dated 23.09.2025 received from the Special Secretary to Government, Revenue (Reg. II) Department, Telargana. g. Heard learned counsels, perused the record and considered the submissions

Government of Telangana, upon the reorganization of Sub District of Sangareddy and creation of Sub District of Patancheru in Medak Registration District and its amalgamation with Registrar Ofhce, Medak at Patarrcheru, vide G.O.Ms.No.30 dated 25'O3'2023, proposed to change the head qua-rters of Registrar Office, l i I . i I I I I /) ,., 7 JAK, J W.P.No.9O95 of 2023 Medak from Sanga Reddy to patancheru. The said G.O. caine to be cha,llenged by petitioner on the grounds narrated supra in his submissions. This Cor-rrt has taken note of the submissions made by learned counsel for petitioner.

Be that as it may, today when the matter is heard, learned Assistant Government pleader for Stamps ald Registration has placed on record written instructions dated 23.09.2025 received from the Special Secretar5r to Government, Revenue (Reg.II) Department, Telatgana. The contents of written instructions are as follows: "It is respectfutly submitted that the Government have issued G.O.Ms.No.30, Revenue (Registration- II) Department, dated 25.03.2023, wherein the existing Medak District Registration Ofhce at Sangareddy was ordered for bifurcation into two Sub-Districts ie, one at Sangareddy and another at Patalcheru. It is further ordered to shift the Medak Registration District Headquarters from Sangareddy to Patalcheru for administrative convenience. It is respectfulty submitted that the Hon'ble High Court has granted Interim Order on 04.O4.2023 in W.P.No.9O95 of 2023 vide reference 8 JAK, J W.P. No.9095 of 2023 2 cited ciirecting the respondents to maintain status quo as on that day. Vide reference 3rd cited, the Hon'ble High Court has directcd to file neccssary instructions and posted the case for hearing on 26.O9.2025. It is respectfully submitted that, due [o the said interim order, the Patar-rcheru registration ofllce is still located along with Sangareddy Sub- Registrar Office at Kandi village causing lot ol inconvenience and hardship to the registering public of Patancheru, AmeenPur and Ramachandrapuram Mandals. They are compclled to comnrute long distance to Sangareddy (Kandi Village) ior rcgislration services. In this context, it is pertinent to mention that more than 3O,OOO documctrts are registered at R.O Patancheru, The registering public have to travel altogether twenty kilometrcs extra to Sangareddy via Patalchcru' It is respectfully submitted that till the disposal of the said Writ petition, the Hon'ble Court may be pleaded to amend/ relax/ dismiss the interim Status quo so as to allow this Government to issuc necessary orders to retain the District Registrar Ofhce, Medak at Sangareddy and shilt only Patancheru R.O. from Sangareddy to Patanchcru in the interest of the Registering Public or may request to pass any such other order or orders as the Hon'ble Court may deem lit and proper in the circumstalces of the case'"

12. On a perusal of the written instructions dated

23.09.2C,25, it is evident that State Government intends I 1 i I I i i I I I i I I t I I I I r I ! i I I I I ./ I JAK, J W.P.No,9O95 of 2O23 to retain the District Registrar Office, Medak at Salgareddy and shift only patancheru Registrar Office from Sangareddy to patanchem in the interest of Registering Public.

13. On 04.04.2023, this Court passed an order of " status quo". Pursuant to interim order, Office of District Registrar continued to function and operate from Sangareddy on1y.

74. It is left for the wisdom of the Government to shift the Registrar Ofhce of patancheru from Sangareddy to Patalcheru. There would be no impediment in shifting of Registrar Ofhce of patancheru to patancheru.

15. Learned Assistant Government pleader for Stamps and Registration submitted that in view of the status quo order existing, a fresh G.O. cannot be issued on the very same subject matter. LO JAK. J w P No.9095 of 2023

16. Needless to state, Government is at liberty to annul G.O.Ms.No.30 dated 25.O3.2023 and issue a fresh G'O' for not shifting the District Registrar Office from Sangareddy to Patancheru. At the same time, it can accommodate the shifting of the Patancheru Registrar Office from Sangareddy to Patalcheru, as it is stated that it is in the interest of Registering Public

In vierv of the written instructions dated 23.Og.2O25, this Court deems it appropriate that interests of justice would be met, if the Government be permitted to issue a fresh G'O. to the extent of not shifting the District Registrar Ofhce from Sangareddy to Patancheru ald retained at Sangareddy and annul G.O.Ms.No.3O dated 25.O3.2023. The exercise of issuance of fresh G.O shall be completed within a period of six (06) weeks from the date of receipt of a cop5' of this order' It is made clear that til1 then no steps should be taken causing inconvenience to the public.
