BHASKAR REDDY WRIT PETITION No.8293 of 2O25 ORDER: The present writ petition is filed seeking to declare the action of respondent No.2 in issuing the impugned notice vide Lr.No.Dll3467 /2024, dated 09.01.2025 and rejecting the online application of the petitioner to trace out the missing extent of the land of the petitioner and not issuing e-pattadar passbooks to the petitioner in respect of the land admeasuring Ac. 1.14 gts., 1n Sy.No.91, situated at Malsanpally Viilage, Maheshwaram Mandal, Ranga Reddy District, as i1legal, arbitrary and consequently prayed for other appropriate reliefs.
2. Considered the submissions of the learned counsel for the respective parties and perused the record

It is stated that the petitioners are the pattadars and possessors of the agricultural land admeasuring Ac. 1.14 gts., in Sy.No.91, situated at Mansanpally Village, Maheshwaram Mandal, Ranga Reddy District, having purchased the same through a registered sale deed bearing document No.717B of 2OO7, d.ated
26.05.2007. It is further stated that the revemre authorities have also mutated the name of the petitioners in all the revenue records 2 and also issued pattadar passbooks and title deeds, dividing the subject property into two shares, each admeasuring Ac.0.27 gts. It is further.stated that the petitioners are residing in USA for their job and after coming to know that the revenue authorities have been issuing e-pattadar passbooks to the farmers, the petitioners have made a representation seeking to issue e-pattadar passbooks in respect of the subject property. It is further stated that the revenue authorities intimated the petitioners that their subject property has been misplaced while uploading in the Dharani portal, due to which their names are not uploaded in bharani portal. As such, the petitioners made online applications seeking to trace out the missing extent of the subject lands and to issue e- pattadar passbooks. It is further stated that when the respondent authorities have not considered the said online applications, the petitioners \i'ere constrained to file a writ petition uide W.P.No. 15555 of 2025 on the file of this Court and this Court, directed resp6ndent authorities to consider the said online applications and trace out the missing extent of lands of the petitioners. The grievance of the petitioners is tlat respondent No.2 has issued the impugrred notice uide Lr.No.D1/3467 12024, dated 09.O1.2025 rejecting the online applications of the ,- ./Y ::3:: petitioners and further rejected to trace out the missing extent of the lands of the Petitioners.

A perusal of Lr.No.Dl/346 7 /2024, dated 09.01'2025, issued by .."po.rd..,t the impugned 'endorsement uide No.2 would reveal that the online applications submitted by the petitioners were rejected on the ground that the petitioners are not in possession in respect of the lands in Sy.No.9l of Mansanpally Village and the petitioners had applied in wrong module and were advised to apply in appropriate module duly uploading the relevant documents for redressal of their grievances as per rules.

In view of the above and since it is stated that the petitioners have purchased the subject properQr through a registered sale deed and pattadar passbooks have also been issued in their favour in respect of the said property, this Court deems it appropriate to dispose of the writ petition permitting the petitioners to submit fresh applications in appropriate mo{ule, iluly uploading all the relevant documents for redressal of their grievances, in accordance with law and in the event of making such application, the respondent authorities shall consider the same. If otherwise, the petitioners are not entitled for issuance of e-pattadar passbooks, the respondent authorities shall conduct enqulry with regard to the { I l I ) I . 4 earlier entries made in the name of the petitioners and pass a reasoned order and communicate the same to the petitioners, as expeditiously as possible.
