2. Heard learned counsel for the petitioner and learned Government Pleader for Agriculture appearing on behalf of the respondents. Perused the material available on record' It is submitted by the learned counsel for the petitioner 3. that the subject matter of this writ petition is squarely covered by the common order of this Court dated 10'07 '2O 15 in W.P.No.252g3of2Ol4andbatch,asmodifredbytheDivision Bench of this Court in W'A'Nos' 1 122 and 1 136 of 2O 16' dated 03.11.20 16. Further, this Court, while disposing of W'P'No'4S I 2 TMD,J wp_8O10-2O25 of 2O2l and batch uide comrr,or, order dated 07.(t9.2021, held as under: "11. In uieu thereof, the Wit Petitions are disposed of, granting liberty to the petitioners to make applicatiorts in compliance utith tlLe requirement of CLause 5 of the orCer of the Gouemment of India, beaing No.5.O.882 (E), dated 23.03.2021, u.tithin tu-to (O2) u,teeks from the date of receipt of copA of this order. It is made clear that the competent authoitA i:; entitled to allect samples in compliance of Part-C of the order dated 23.02.2021 and test the ampatibilitg of the products meeting the parameters to be marketed 2 os bio-nutients, before granting the prouisional Certificate of Registration. It is in the public interest to ensure that a product to be produced and marketed as a bio nutient uith the object of helping the farmer to deuelop high cellulose and. resistance pou.ter in th? plants meets the parameters to qualifA as a bio-ruttnent. The petitioners shall co-operate in drawing the samples. Until the exercise as directed aboue, is compLeted, subject of course to petitioners submitting applications uithin the time st;pulated aboue and in ampliance of requirements of Clause li of the order dated 23.02.2021 of the Gouemment of India, pe:ittoners are entitled to manufacture ond distibute as contemptated bA Clause 4 of the order dated 23.02.2021.
