Petition under Article 226 of lhe Constitution of lndia praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue Writ, Order or Direction, or any other appropriate Order one in the nature of a WRIT OF MANDAMUS, declaring the action of the Respondents rejecting the application vide No.2200034743 dated 01.06.2022 for the land in Sy.No.14 admeasuring Ac.11-22gts and Sy.No.86 admeasuring Ac.4-07gts, situated at Jabbapur Village, Wargal Mandal, Siddipet District, Telangana State, by way of sending Whatsapp message without giving any reason is illegal, arbitrary and violation of principles of natural justice, and set aside the Order dated 29.08.2022 sent by the Respondents through Whatsapp consequently direct the Respondents to issue Paftadar Passbook in favour of the Petitioner by way of correcting the Dllarani Po(al mentioning the name of Petitioner as Paftadar in place of excess land for the land in Sy.No.14 admeasuring Ac.11-22gts and Sy.No.86 admeasuring Ac.4-07gts, situated at Jabbapur Village, Wargal Mandal, Siddipet District, Telangana State 1A NO: 1 OF 2025 Petition under Section 151 CPC praying that in the circumstances stdied in the affidavit filed in support of the petition, the High Court may be pleased to suspend the Order dated 29.08.2022 sent by the Respondents through Whatsapp by directing the Respondents to issue Pattadar passbook in favour of the Petitioner by way of correcting the Dharani Portal mentioning the name of Petitioner as Pattadar in place of excess land for the land in Sy.No.14 admeasuring Ac.1 1 -22gts and Sy. It is stated that the petitioner is the absolute owner and possessor of land admeasuring to an extent of Acs. 11.22 guntas in Survey No.14 and Acs. 4.07 guntas in Survey No.86, situated at Jabbapur Village, wargal Mandal, siddipet District. It is further stated that the petitioner made an application No.22ooo34743 dated o1.06.2022 for correction of his narne as pattadar in place of excess land for the land admeasuring to arl extent of Acs. L7.22 guntas in Survey No. 14 and Acs. 4.07 guntas in Survey No.86, situated at Jabbapur Village, Wargal Manda_t, Siddipet District and consequential issuance of pattadar passbook and the sarne was rejected _ 2 CVBR, J W.P.No.7931 of 2025 through Whataspp message dated 29.O8.2022 without assigning any reasons.

3. Considered the submissions of the learned counsel for the petitioner and learned Assistant Government Pleader for Revenue appearing for respondent Nos. 1 to 4 and with their consent, this writ petition is being disposed at the admission stage.

4. This Court has carefully examined the impugned order rejecting the application submitted for issuance ol pattadar pass book. Ex'cept saying that "application for missing survey for survey No/ sub-division 14 / A rn Khata No.244 uide application No.2200O34743 is rejected by Collector' by way of whatsapp message dated 29.08.2022, no valid reasons whatsoever have been assigned to enable the petitioner to take appropriate action. Since the impugned order is not in consonance with the principles of natural justice, the same is liable to be set aside and accordingly, the same is set aside ald tl're re-spondent authorities are directed to re-examine the application No. 22OOO34743 dated 01.06.2022 submitted by the petitioner and if he is otherwise eligible and entitle and fullills all the requirements mentioned in-icla's circular No.1 of 2O2l d.ated, 15.O1.2021 and Circular No. I of 2024 dated 28.02.2024 and also the provisions of the Telangana Rights in Land and Pattadar Passbooks Act, 2O2O, consider the same and pass a reasoned order in accordance with law and communicate the same to /' ,/ CVBR, J W.P.No.7931 of 2O25 the petitioner within a period of eight (08) weeks from the date of receipt of a copy of this order.
