2. Petitioners are claiming that tJrey are the villagers of Mamidalapally village, Manakonduru Mandal, Karimnagar District. They are also having lands in tJle said village. They are eking out their livelihood by way of ture. : c 1
3. According to the petitioners, 11s respondent 1S osing for laying road between agricultural fields of titioners. They have submitted representation O2.O2.2O25 to the respondent Nos. 1 to 10 with a t to take action against 1 1ff respondent and stop proposal of laying of road in the agricultural pite receiving and acknowledging the same, f I '! KI,J \v 1,.No.7889 of2025 2 respondent Nos.l to 10 did not act upon the sarne. Aggrieved b1' the said inaction of respondent Nos. 1 to 1O, petitioners filed the present writ petiti.,on.

Perusal of the record would reveal that the claiming that they have sent petitioners aIe representation to respondent Nos. 1 to 10 including the Mines Department with a request to take action against llth respondent for proposed laying of a road in the agricultural frelds. To prove tJ:at they are the owners of agriculture lands, petitioners have filed copies of the latest pattedar pass books and tifle deeds.

In the writ affidavit as well as representation dated O2.O2.2O25, petitioners have contended that 11th respondent proposed irrigation quarry lppalapally-II Venavalka Maldal, Karimnagar District and the said proposal is disturbing the environment and tJle proposed. works at Bhonagiri canal work without perrnission of respondent authorit5r by suppressing the real fact that it is inconvenient for the environment and existir.rg crops in E. KL,J W.P.No 7889 of 2025 -) the agricultural helds, farmers, cattle, other alimals in the locality and more particularly polluting the water of the locality. It is totally damaging the environment. Thus, it appears that grievance of the petitioners is only against 1lth respondent who is a private respondent. If 11th respondent 1S illegally proposing to lay road, petitioners have to take steps in accordance with law by approaching competent civil Court. In the writ aIfidavit I and in the said representation, petitioners have not ' stated any violation by the 2nd respondent more particularly violation of Mines Act, 1952 and Telangala State Minor Mineral Concession Rules, 1966. Therefore, they cannot claim that they have submitted representation dated O2.O2.2O25 to Mines Department and file the present writ petition alleging non- consideration of the said representation.

In the light of the a-foresaid discussion, petitioners failed to make out any case to maintain the present writ petition and this writ petition is liable to dismissed and .l I KT,J w P.No-7889 of2025 4 accordingly dismissed. Liberty 1S granted to the petitioners to take steps to avail a_lternative remedies including filing of a suit before the r:ompetent civil Court.
