2. This Writ Petition is filed to declare the action of respondents in denying the change of name of petitioner in his educational certificates, as illegal.
3. It is submitted by petitioner that his original name was Pulle Raju and thereafter, he has changed his name as Pulle Sai Ramana. The said change was published in the Telangana Gazette vide noti{rcation bearing No.253 dated 25.09.2024. Thereupon, he has approached 2nd respondent with a request to change his name in SSC marks memo and issue fresh SSC marks memo. But, staff of 2'd respondent are not allowing him to enter into board to submit representation. Therefore, he has filed the present Writ Petition. I I 2 KL, J rl, I,No 7436 of 2025
4. As cliscussed supra, with regard to change of his name frorn 'Pulle Raju, to .pulle Sai Ramana,, petitioner has obtained Telangana Gazette vide nitification bearing No.253 dated 25.01).2024. Therefore, the respondent authorilies have to receive the application/representation submirted by petitioner with a request to correct his name in the recrtrds and issuc fresh educational certificates.

It is relevant to note that the Hon,ble Supreme Cor,t t.,a. dealt with the issue of change of name in the certificates, in Jigya Yaclar Central Board of Secondary v Edu ca tion r, paragraph l9{ ofwhich, reads as under: "As lcgards request for ..change,, of particulars in tlie cer-rilicate rssued by the CBSE, it presupposes that thc particulars intended to be recorded in the CBSE cerlillcate are not consistent with thb school records. Such a request could rn two diflbrent situations. l'he first is basis of public documents likc birth certificate, Aadhaar card, election card. ,itc_. and to incorporate change in the CBSE ccrtiti< are consistent therewith. 6. It is also relevantto note thatvires of Rules 1,2 and 3 of Section-C of G.O.Ms.N0.1263 dated 06.05.1961 were under challenge in Writ Petition No.22023 of 2023. The said Writ Petition came up for hearing before the Division Bench of this Courl on 25.10.2024, on which date, learned Special Govemment Pleader appearing for respondent Nos.l an$ 2 therein placed reliance on the principle laid down by the Hon'ble Supreme Court in Jigya Yadav (supra) and submitted that the Board of Secondary Education shall issue corrected certificate to petitioner therein within a period of two (2) weeks. Considering the said submission made by the learned Special Government Pleader, vide order dated 25.10.2024, the Division Bench of this Court disposed of the said Writ Petition by keeping open to agitate the issue with regard to the validity of vires of Rules I,2and 3 of Section-C of G.O.Ms.No.l263 dated 06.05.196 l, in an appropriate proceeding. 4 KL. 1. Though the petitioner has stated in the writ affidavit that he has approached 2"d respondent with a request to chrnnge his narne in the educational certificates, no proof has been filed by petitioner to show that he has made such request. If 2''d responclent staff did not permit him to enler into 2,d respondent Board, he can as well send representation through Reg,istcred Post with Acknowledgment Due. Without doing so, he has filed the present Writ Petition. Therefore. he has to subrnit a representation along with the copy of the said Telangana (iazette vide notification bearing No.25] dated
25.09.2024 to respondent Nos.2 and 3 with a request to correct his name in the records and issue fresh educational certificates

In the ight of the abovc, this Writ Petition is disposed of granting libeny to petitioner to submit a representatior.r along with copies of Telangana Gazette vide notification bearing No.253 date(l 25.09.2024 andjudgment in Jigya Yadav (supra) to respondent Nos.2 and 3 with a specific request to correct his name in the records from 'Pulle Raju' to 'Pulle Sai Ra.mana', and issue liersh educational certificates, within one (l ) week I I I 5 KL,.' w.P.No.7436 oi2025 frorn today.
