D SUDHARSHAN Counsel for the Respondents: AGP FOR REVENUE The Cou( made the following: ORDER HON'BLE SRI JUSTICE C.V.BHASKAR REDDY WRIT PETITION No.7391 of 2025 ORDER: ' This writ petition is filed seeking to declare the inaction of respondent Nos.2 to 5 in surveying the petitioner's land to an extent of Acs.10.34 gts., in Sy.No.1B2/E, situated at Pedripahad Village, Maddur Mandal, Narayanapet District, despite filing F- line application No.DER0224O1l223lO, dated 23'12.2024, as illegat, arbitrary and for other appropriate reliefs. 2, Considered the submissions of the learned counsel for the petitioners and learned Assistant Government Pieader for Revenue appearing for the respondents and with their consent this writ petition is disposed of at the admission stage.

It is stated that the petitioner is the owner and possessor of the agricultural land admeasuring Acs. 10.34 gts., in Sy.No. 182/E, situated at Pedripahad Village, Maddur Mandal, Narayanapet District, having purchased the same through a registered sale deed bearing document No.4 of 2O2O, dated O3.ll.2O2O and his name is also recorded in the revenue records and pattadar passbook and title deeds have also been issued. It is further stated that petitioner has submitted I I a 2 CVBR, J Wp_7391 2O25 F-Line application uide No.DERO224OI\.223IO, dated 23.12.2024 to respondent authorities, by paying requisite fee to conduct survey ofthe subject land and fix the bourrdaries. The grievance ol' the petitioner is that even after receiving the said. F- Line application, the respondent authorities zrre nor conducting survey and fixation of the boundaries.
4. Learned counsel for the petitioner has submitted that in terms of the circular issued by the CommissiorLer, Survey, Settlements and Land Records, the respondents are bound to consider the application within 45 days from the date of the application after collecting necessarJr charges.

Learned Assistant Government pleader for Revenue appearing lbr the respondents has submitted that the respondent authorities will consider the aforesaid F_Line application submitted by the petitioner by following due procedure laid down under law and conduct survey and demarcate the subject lands by fixing boundaries.
6. It is settled law that the Survey Department has the authority to conduct survey and demarcate lands in ,ccordance with the provisions of the Telangana Land Revenue Act, L3LZ Fasli (Act No. VIII of 1317 Fasli), the Telangana Survey and

The Government has issued various circulars specifuing the conditions for conducting surveys, particularly F-Line (field measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulfilled, the survey and boundary fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time to time uide Rc.No.Nl/6543/99, dated
25.07.2OO1, Rc.No.Nl/1408/O7, dated 73.07.2OO7, and Rc.No.N2/ 174l/2OlO, dated 18.O5.2O10 stipulating the \ conditions for conducting survey of private lands and as per the said circulars, if the petitioner fulfills all the conditions of the said circular, it is an obligation for the respondents to conduct survey within the time specified in the said circulars.

In view of the aforesaid discussion, this Court deems it appropriate to dispose of this writ petition directing the I I respondent authorities to examine the F-line application uide No.DtrRO224Oll223lO, dated 23.12.2O24 filed by the petitioner for conducting survey and demarcation by fixing boundary 4 CVBR, J \\ p,7391 2025 stones to the subject land and if the petitioner ful{ills all the conditions mentioned in the circulars issueo by the Commissioner, Survey, Settlements and Land Records from time to time, the respondent authorities shall conduct survey of the aforesaid lands, after issuing notices to all interested/affected persons and adjacent pattadars and after considering their objections, within a period of eight (8) weeks from the date of receipt of a copy of this order.
8. With the above observations, this Writ Petilion is disposed of. There shall be no order as to costs.
