24.1O.2024 submitted by the petitioners seeking for coniucting survey and demarcation of the petitioners' lands in Sy.Nos.52 I and 523 and its sub-divisions, situated at Koutla (K) Village, Nirmal Rural Mandal, Nirmal District, as illegal, arbitrar5r and contrary to the provisions of the Telangana Survey and Boundaries Act, 1923 and consequently, prayed for other appropriate reliefs.

It is stated that petitioner No.1 is the owner and possessor of land admeasuring Ac.O.20 guntas in Sy.No.52 I /AA, Ac.0.30 gunras in Sy.No.523 /6 and Ac.1.11 guntas in Sy.No.52l IAA/2; petitioner No.2 is the owner and possessor of the land admeasuring Ac. 1.05 guntas in Sy.No.523/E/ 1 and petitioner No.3 is the owner and possessor of the land admeasuring Ac. 1.11 guntas in Sy.No.S2 1/A/1; Ac.O.19 guntas in Sy.No.S23/AA and Ac.o.19 guntas in Sy.No.523/AA/3, situated at Koutla (K) village, Nirmal Rural Mandal, Nirmal District. It is further stated that the names of the petitioners were reflected in all the revenue records as pattadars ,y j. revenue authorities also issued e-pattadar pass \ 2 CVBR, J \\'p 7356_2025 books bearing Nos.T141502610O6 (Khata No.6O256); T14150260012 (Khata No.22) and T14150260742 (Khata No.600O6), respectively, under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act, 2O2O. [t is further stated that when the neighbouring land owners have started disturbing the boundaries of the subject lands and as such, the petitioners have submitted F-Line application, dated, 24.10.2024 to respondent Nos.3 and 4, by paying requisite fee to conduct survey ofthe subject land and hx the boundaries. The grievance of the petitioners is that even after receiving the said F-Line application, the respondent authorities are not conducting survey and fixation of the boundaries.
3. Considered the submissions of the learned counsel for the petitioners and learned Assistant Government Pleader for Revenue appeaiing for the respondents and with their consent, this writ petition is being disposed of at the admission stage.

Learned counsel for the petitioners has submitted that in terms of the circular issued by the Commissioner, Survey, Settlements and Land Records, the respondents are bound to consider the application within 45 days from the date of the application after collecting necessary charges. / 3 CVBIT, J Wp 7356 2025

Sri L.Ravinder, learned Assistant Government pleader for Revenue appearing for the respondents has submitted that the respondent authorities will consider the aforesaid F-Line application submitted by the petitioners by foliowing due procedure laid down under law and conduct survey and demarcate the subject land by fixing boundaries.

It is settled law that the Survey Department has the authority to conduct survey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act, 13lZ Fasli (Act No. VIII of 1317 Fasli), the Telangana Survey and Boundaries Act, 1923, and the Rules framed thereunder. The Government has issued various circulars specifying the conditions for conducting surveys, particularly F-Line (field measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulfilied, the survey and boundary fixation may be conducted. The Commissioner, Surwey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time to time vide Rc.No.N1/6543/99, dated 25.O7.2OO1, Rc.No.N1/14O8/O7, dated
13.O7.2OO7, and Rc.No.N2/ 174l /2OLO, dated 18.05.201O stipulating tJae-.conditions for conducting survey of private lands 4 CVBR, J wp 7356 2025 and gs per the said circulars, if the petitioner fulfils all the conditjons of the said circular, it is an obligation for the ' respondents to conduct survey within the time specihed in the said '.:. circulars.

In vieu' of the aforesaid discussion, this Court deems if appropriate to dispose of this writ petition directing respondents Nos.3 and 4 to examine the petitioner's F-Line application uide No.TTDERO224O11o4155, dated 24.1o.2O24 submitted for conducting survey and demarcation by hxing boundary stones to the petitioners' land admeasuring Ac.O.2O guntas in Sy.No.S21/AA, Ac.O.3O guntas in Sy.No.523/6, Ac. 1- 11 glrntas in Sy.No.521lAA/2, Ac. 1.O5 guntas in Sv.No.523/E/1, Ac'1'11 guntas in Sy.No.521 lAl l; Ac.O.l9 guntas in Sy.No.523/AA and Ac.o. 19 guntas in Sy.No.523 /AA/3, situated at Koutla (K) Village' Nirmal Rural Mandal, Nirmal District and if the petitioners |ulfil all the condition s mentioned in the circulars issued by the Commissioner. Survey, Settlements and Land Records from time to time, after issuing notices to all the persons interested and adjaient pattadars and after considering their objections, respondent Nos.3 and 4 shall conduct survey of the aforesaid lands, within a period of eight (8) weeks from the date of receipt of a copy of this ordcr 5 CVBR, J Wp 7356_202s B.
