On completion of 18 months' the withheld increment should be released to the petitioner' We are not abletounderstandastohowthepetitionerisaggrievedby the punishment though the same was imposed without cumulative effect' Therefore, this Court is not inclined to interfere with the orders passed by the Tribunal'
