12.04.2024 submitted by the petitioner seeking for conducting survey and demarcation of the larrd to an extent of Ac.O.30 guntas in Sy.No.468 /e and, Ac.0.O7 guntas in Sy.No.469l4 sitr,rated at Kunaram Village, Srirampur Mandal, Peddapalli District, as illegal, arbitra4r and violation of principles of natura-l justice ald for other appropriate reliefs.

It is stated that the petitioner is the pattadar and possessor of the agriculture land to an extent of Ac.0.30 guntas in Sy.No.468/e and Ac.0.07 guntas in Sy.No.469/4 situated at Kunaram ViIIage, Srirampur Mandal, Peddapalli District. It is further stated that the name of the petitioner was reflected in all the revenue records as pattadar and the revenue authorities also issued e-pattadar pass book bearing No.T2013OO60448 uide Kfiala No.713 under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act, 2O2O. It is further stated that when the neighbouring land owners have started disturbing the boundaries of the subject lald, the petitioner had submitted \.i.'\ 2 CVBR, J wp _s6t9]025 F-Line application, dated 72.04.2024 to respondent Nos.4 and 5, by paying reqrisite fee to conduct survey of the sut,ject land and fix the borurdaries. . The grievance of the petitioner is that even after receiving said F-Line application, the respondent authorities ar€ not conducting survey and fixation of the boundaries
3. Considerr:d the submissions of the learned counsel for the petitioner and learned Assistant Government Pleader for Revenue appearing 1br the respondents and with their consent this writ petition is disposed of at the admission stage.
4. Learned ,:olrnsel for the petitioner has submitte,l that in terms of the circular issued by the Commissioner. Survey, Settlements anC Land Records, the respondents are bound to consider the application within 45 days from the date of the application after collecting necessarJ/ charges.

It is setfled law that the Survey Departme nt has the authority to conduct survey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act, 1317 Fasli (Act No. VIII of 1317 Fasli), the Telangana Surv3V and Boundaries Acl, 1923, and the Rules framed thereunder. The Government has issued various circulars specifying the conditions for conducting surveys, particularly F-Line (field measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulfrlled, the survey and boundary fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevalt circulars from time to time vide Rc.No.N 1 /6543/99, dated 25.07 .2OO t, Rc.No.N 1 / 14OB / 07, dated 13.O7.2007, and Rc.No.N2/1741/2OlO, dated 18.05.2010 stipulating the conditions for conducting survey of private lands and as per the said circulars, if the petitioner fulfils all the conditions of the said circular, it is an obligation for the respondents to conduct survey within the time specified in the said circulars. 7 . In view of the aJoresaid discussion, this Court deems it appropriate to dispose of this writ petition directing respondents t { I' 4 CVBR, J wp 5619 2025 Nos.4 and 5 t: examine the petitioner's F-Line application uid.e No.DERO22401038066, dated 12.O4.2024 submitted for conducting survey and demarcation by fixing boundary stones to the petitioner's land to an extent of Ac.0.30 guntas in Sy.No.468/e and Ac.0.O'Z guntas in Sy.No.469/4 situated at Kunara m Village, Srirampur Mar:dal, Peddapalli District and if the petitioner fulfils all the conditions mentioned in the circulars issuerl by the Commissioner. Survey, Settlements and Land Records from time to time, after issuing notices to a-ll the persons interc:sted arrd adjacent patta dars and after considering their objections, respondent Nos.4 and 5 sha-ll conduct survey of the aforersaid land, within a pedod of eight (8) weeks from the date of receipt of a copy of this order.
