CH JAGANNATHA RAO Counsel forthe Respondents: GP FOR SERVICES I The Court made the following: ORDER THE HON'BLE SRI JUSTICE NAMAVARAPU RAJESHWAR RAO IIIRIT PETITION No.5129 OF 2o25 ORDER: Heard Sri Ch. Jagannatha Rao, learned counsel appearing for the petitioners and learned Government Pleader for Services-I appearing for respondents- Perused the material available on record. The present writ petition is hled seeking a direction to 2 the respondents to promote the petitioners to the next higher cadre of Principal and Head of Sections in their respective Branches / Faculties / Subjects in Government Polytechnic Colleges in terms of the existing Service Rules issued vide G.O.Ms.No.178 dated 09.|2.2OOS read with Government Memo No. 1758/TE / AI12024, dated 2t.to.2024.

Learned counsel for the petitioners submitted that all the petitioners passed M'E./M.Tech., M.Sc., and Ph.D., and thus, they are fully eligible and qualilied to hold the post of 2 RRN,J W.P.No.5129 of 2025 Lecturer in their respective Branches / Subjects. He further \ submitted that as per the APPSC Notification No.21 of 2006 and 16 of 2008, the petitioners had applied for the post of Lecturer in Government Pol-rrtechnic Colleges and as per their respective merits obtained in the APPSC, they got selected and appointed as Lecturers during Lhe year 2Ol2 and 2013.

4. Learned counsel for the petitioners further submitted that as far as the petitioner No.13 is concerned, he was appointed as a Lecturer during the year 1996 after due process of selection. From the date of appointment all the petitioners have been wcrking without any adverse remarks whatsoever from any corner. He further submitted that subsequently as per the respective seniority of the petitioners, they got promoted as Senior Lecturers from

22.O1.2021 and 19.O2.202 1 respectively. Now, the petitioner Nos.l to 12 are eligible and qualified for promotion to the 3 RRN,J W.P.No.sl29 of 2025 post of Head of the Department (HOD)/Head of Section in their respective Branches/ Subjects.

5. Learned counsel for the petitioners further submit that as far as the 13th petitioner is concerned, he was promoted as Head of Department from OL.LO.2OO7 and now, he is eligible and qualihed for the promotion to the post of Principal.

6. Learned counsel appearing for the petitioners further submitted that while things stood thus, the Government has issued A.P. Technical Education Service Rules vide G.O.Ms.No. 178 dated O9.|2.2OOS and after formation of the State of Telangana, the aforesaid Rules were adopted by the State of Telangana. He further submitted that a-11 the petitioners are eligible for promotion to the post of Principals and HODs respectively according to G.O.Ms.No. 178 dated 09.I2.2OO5 and to that extent, some of the petitioners made a representation to the respondent authorities on 77.12.2024, but till date no orders were RRN,J W.P.No 5129 of 2025 4 passed on the said, representation' Aggrieved by the said inaction of respondent authorities' the present Writ Petition is filed.

Learned Government Pleader for Higher trducation appearing for respondents submitted that if all the a fresh representation before the petitioners herein file 1n accordance with the Procedure respondent authorities prescribed under Government Memo No' 1758/Ttr I Al 12024 ' dated 21.1O.2024, the respondent authorities would consider the same and pass appropriate orders' In view of the submissions made by the Iearned 8. counsel for the respective parties, without expressing any opinion on the merits of the case, the petitioners are directed to file a fresh representation before the respondent authorities, in accordance with the procedure prescribed under Government Memo No.1758/TEIAI 12024, dated 21.10.2024, within a period of two (2) weeks from the date of receipt of a copy of this order. On receipt of such I 5 RRN,J W.P. No.5129 of 2O2s representation being made, respondent authorities are directed to consider the same and pass appropriate orders, in accordance with law, within a period of eight (g) weeks therefrom

9. With the above observation, this Writ petition 1S disposed of, at the admission stage itself. No order as to costs.
