2. Considered the submissions of the learned counsel for the petitioner, Sri L. Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents and perused the record' J It is the case of the petitioner that he is the owner and possessor of land admeasuring Acs '5-24 gts in Sy'Nos '2O' 2l' 22' 26 and 27 situated at Jalpally Village ' Balapur Maldal' Ranga Reddy District, having acquired the same by way of inheritance and his father was issued pattadar passbook vide Patta No'3O-376213 in respect of the subject property' 2

Learned counsel for the petitioner submitted 1-hat the petitioner has submitted online application vide Nos.25000O8378 dated 10.02.2025 through Dha-rani Portal for issuance of pattadar passbook and ti:le deed in his favour in respect of the said property to enable the petitioner to enjoy his possession over the said propert5r and to receive the investment subsidies fr-om the Government, lcut trll date no action has been taken by the respondents orr the said application.

5. Learned Assistant Government Pleader for Revenue appearing for the resporLdents has not disputed the issuance of pattadar passbooks in fzrvour of the petitioner's father in respec,t of the subject land zrrrd submitted that the subject property is falling under the urban area.

It is se|tled law that even if the lands are forming pa,rt of the urban area, unless the salne are converted from agriculture purpose to non -irgriculture purpose by following due proce<lure and they remain to be the agricultural lands ald the patta,Jars are entitled for issuance of the pattadar passbooks under the provisions of the TelalgarLa Rights in Land and Pattadar Pass Books A.ct, 2O2O (for short 'Act, 2020). In view of the above, since the petitioner has submitted an online application dated 7O.O2.2O25 for issuance of pattadar passbook and title deed, this Court is of the opinion that ends of justice would be met, if the respondents are directed to examine the application, 1O.O2.2O25 submitted by the petitioner, strictly, in accordance with the circular instructions vide CCLA's Circular No.l/2024, dated 28.02.2024 issued by the Chief Commissioner of Land Administration. If the petitioner fulfrls all the necessary requirements, the respondents shall consider the case of the petitioner within a period of three (3) months from the date of receipt of a copy of this order and if he is otherwise not eligible for issualce of the pattadar passbooks, the respondents are directed to pass reasoned order ald communicate the same to the petitioner.
