Online and conduct survey of the petitioner's agricultural land and demarcate boundaries in Sy.No' 1 19 / AA to an extent of Ac. 10.00 gts., situated at Ibrahimpur Village, Nyalkal AS illegal, arbitrarY and Mandal, Sanga ReddY District, violative of the Articles 14, 15, 2l and 300-A of the Constitution of India and for other appropriate reliefs'

It is stated that the petitioner is the pattadar and possessor of the agricultural land admeasuring Acs' 1O'00 gts., in Sy.No.1 )'g I AA situated at Ibrahimpur Village' Nyalkaf Mandal, Samga Reddy District. It is the case of the petitioner that he has purchased the subject property from the original pattadar vide registered document bearing No:1862 of 2024' dated 09.12.2024 and he has been issued patta passbook vide Khata No.60575' It is further case of the petitioner that _?\ ! I I r 2 - \ CVBR, J Wp _47 57 2025 since the boundaries of the petitioner's above ntentioned agricultural land are not proper, the petitioner filed al F-line application dated 12.L2.2O24 vide Agrplication No.DERO22I501 139087 before the respondents to conduct survey and demarcation of the boundaries. The gri,:vartce of the petitiorrr:r is that even after receiving the F-line application submitted b.y the petitioner, the respondents ltave not conducted the survey of the subject property and has not demarcated tl-re boundaries
3. Considered the submissions of the learned cornsel for the petitioner, learned Assistant Government Pleader for Revenue appearing for the respondents and wrth their consent this; writ petition IS disposed of at the a,Cmission stage.
4. Learned counsel for the petitioner has submitted that in terms of the circular issued by the Commissioner. Survey, Settlements and Land Records, the respondents are bound to consider the application within 45 days from the date of the application eLfter collecting ne ce ssary charge s. 3 CVBR, J wp 4757_2025

Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents has submitted that the respondent authorities will consider the aforesaid F-Line application submitted by the petitioner by following due procedure laid down under law and conduct survey and demarcate the subject land by fixing boundaries.

It is settled law that the Survey Department has the authority to conduct survey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act, 1317 Fasli (Act No. VIII of 1317 Fasli), the Telangana Survey and Boundaries Act, 1923, and the Rules framed thereunder. The Government has issued various circulars specifying the conditions for conducting surveys, particularly F-Line (field measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulfilled, the survey and boundary fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana Survey ald Boundaries Act, 1923, issued relevant circulars from time to time vide Rc.No.Nl/6543/99, dated 25.07.2OOI, l 4 CVBR, J wp _4757_2025 Rc.No.N 1 / l,+O8 l07 , t3.o7.2007, Rc.No.N2/ l'7,+112O1O, dated 18.O5.2O1O stipulating the conditions for conducting survey of private lands arLd as per the said circulars, if the petitioner fulfils all the con<litions of the said circular, it is al obligation for the respondents to conduct survey within the time specified in the said circulars 7 . In viev,, of the aforesaid discussion, this Court deems it appropriate to dispose of this writ petition directing respondents No.3 to examine the petitioner's F-Line application uide No.DERO225OL139O87, dated 12.12.2024 submitted for conducting survey and demarcation cy fiing boundary sriones to the petitioner's land to an extent of Acs. 10.OO g;ts., 1n Sy.No.119 /AA situated at Ibrahimpur Village, N-t.alka,l Mandal, Sanga Reddy District and if the petitioner fulfils all the conditions mentioned in the :irculars issued by ttLe Commissioner, Survey, Settlements and Land Records frorn time to time, after issuing notices to all the persons inl-erested and adjacent pattada-rs an d after considering their objections, respondent No.3 shall conduct survey of the, ir.foresaid land, within a period of eight (r3) weeks from the date of receipt of a copy of this order. 5 CVBR, J Wp_4757 2025 8. With the above observations, this Writ petition is disposed of. There shall be no order as to costs.
