2. Heard learned counsel appearing for the petitioner, learned Assistant Government Pleader for Revenue, for respondent Nos.l to 4 and learned Assistant Government Pleader for Agriculture, for respondent Nos.5 and 6 and perused the record. . z

3. l.earned counsel appearing for the petitioner would subnrit the petitioner is t]le absolute owner and possessor of the zrgricultural land to an extent of Ac.2.o0 guntas in Survey No.317, to an extent of Acs.2.11 guntas in survey No.4g I /AA, to an extent of Ac.1.2O guntas in Survey No.32Z/8, to an exte:nt of Ac.o.15 guntas in Surve5r No.326, to an extent of Acs.4.38 guntas in Survey No.325, to an extent of Acs.6.23 gunr:as in Survey No.3 15 A, to an extent of Acs.22.26 guntas in siurvey No.316 and to €rn extent of Acs.S.lo guntas in surrey No.3 L9 /A, total to extent of Ac.45.23 guntas, situated at F.alakonda Village, Madgula Mandal, Ranga Reddy District. Recently, the Government of relanga.na has introduced a sch:me "Rythu Bandhu' for the benefit of the agriculturists. Un<ler the said scheme the Government is paving Rs.5,0o0/- per acre as first installment and Rs.S,ooo /- pe, acre as sccond inst:allment, total Rs.lo,ooo/- per acre for the development of agricultural land as well as investment of raising the crops.

Petitioner made €rn application for issuance of fresh pas;sbooks and also benefits under trre Rythu Barrdhu scheme along with his brother and after a great persuasion, fresh lrdlii*-' -.. .. ...--r-,,l**-.:. ::3:: pattadar passbooks have been issued, but the cheques under the Ryttru Bandhu scherne were not issu'ed in spite of much efforts and repeated requests. The action of respondents in not issuing the cheques is artitrary and illegal. Hence, the present writ Petition. learned Assistant Government Pleader for Revenue, for 5. respondent Nos. L to 4 would submit that since the representation made by the petitioner is dated 29-ll.2Ol9 and frorn then till now 6long Jrears have elapsed. Hence, seeks direction to the petitioner to make a fresh representation' Upon Iiling such representation, the respondent authorities will consider the sarne and pass appropriate orders in accordance with law. \ \ \

Learned Assistant Government Pleader for Agriculture, for respondent Nos.S and 6 by filing counter n'ould submit that for granting Rythu Bandhu, the name of the petitioner has to be recommended by the Chief Commissioner for Land Administration(CCLA).Unlessthenameofthepetitioneris recommended by the ccLA, respondent No.5 is handicapped in issuing the said scheme. i t t ! i t I I t t I I I I I I I I , I I I ! In the light of the aforesaid discussion, this Writ Petition is dis;posed of, directing the petitioner to submit afresh repre{ientation by enclosing all the relevant documents to respo:edent Nos.3 and 4 and it is for respondent Nos.3 and 4 to consirler the same and pass appropriate orders in accordance with taw. If respondent Nos.3 qnd 4 is not inclined to accept the r:equest made by tJle petitioners, they shall pass a reasoned order, communicate copy of the said order to the petitioner and complete the said exercise within a period of six (O6) months from the date of receipt of a copy of this order.
