This Writ Petition is 'filed declaring the action o[ the respondent Nos.2 to 4 in not considering the online appiication No.24OO118002, dated 02.11.2024 and not initiating to trace- out the missing land of the petitioner to an extent of Ac. 1 .OO guntas in Sy.No.55/ 1, situated at Vemulapalli Revenue Village, Vemulapalli Mandal, Nalgonda District and nor initiating to mutate the name of the petitioner in all the revenue records and not issuing e-pattadar passbook to the petitioner pertaining thc land which is cultivated by her as illegai, arbitrary and violative of the Articles 14, 15, 21 and 300-A of the Constitution of India and for other appropriate reliefs.

It is stated that the petitioner is the pattadar of the land admeasuring Ac.1.0O guntas in Sy.No.SS/ 1, situated at Vemulapalli Revenue Village, Vemulapalli Mandal, Nalgonda District and her name is recorded as pattadar in al1 the pahanies maintained under the provisions of the Telangana Rights in Land and Pattadar passbooks Act, 1971 (for short ,.the ROR Act, 1971") and she has been in possession and enjoyment of the subject property. The petitioner has made an application, 2 CVBR, J Wp 3962 2025 dated 02 . 17 .2024 seeking to trace out the said land and for mutation (lf her name in the revenue records and consequential issuance of pattadar passbook in her favour. The grievance of the petitioner is that even after receiving the said application, the respondent authorities did not consider the same.
3. Considered the submissions of the learned counsel for the respective parties and with their consent, this writ petition is being disposed of at the admission stage.

Sri Rapolu Bhaskar, learned counsel for the petitioner, vehemently contended that since the name of the petitioner is depicted in the pahanies as pattadar and possessor, she is entitled for issuance of e-pattadar passbook as per provisions of the Telangana Rights in Land and Pattadar Passbooks Act,2O2O (for short "the ROR Act, 2O2O"l and the Rules made thereunder.

Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents, would submit that except the name of the petitioner recorded as pattadar in pahanies, pattadar passbooks under the provisions of the ROR Act, L97l have not been submitted by the petitioner nor her name is recorded as pattadar in Khasra or Sethu,ar. In the absence of recording her name in Khasra and Sethwar, the petitioner is not entitled for issuance of e-pattadar passbook. I \ To, .)

CVBIT, J wp 3962 2025 In view of the above submissions, this Court, without expressing any opinion whether the petitioner is entitled for issuance of e-pattadar pass book or not and since it is the case of the petitioner that her name is depicted in the pahanies as pattadar and as it is settled law that whatever may be the period ol possession, the same does not confer any rights on the petitioner for issuance of e-pattadar passbook, deems it appropriate to dispose of the wnt petition granting liberty to the petitioner to approach the competent civil court to agitate her gnevances by instituting comprehensive suit seeking to declare her as owner/pattadar of the subject property. In the event of any decree granted in favour of the petitioner, the respondent authorities ale directed to issue e_pattadar passbook in her favour, in accordance with law. 7. With the above observations, this writ petition is disposed of. Therc shall be no order as to costs. 8.
