The case of the petitioner is that originally the land admeasuring Acs.16-20 guntas in Survey No.l20, situated at Banda Mailaram Village was owned an,C possessed by Mr. Yella Rao; he filed declaration under the Telangana Land Reforms (Ceiling on Agricultural Holdings) Act,1973 in year 1976 and after finalization of the land ceiling proceedings in file No.1554/ 1975, the land admeasuring Acs.6-05 guntas was declared as surplus land and was taken over by the Government. The remaining land admeasuring Acs.l0-20 guntas had been in possession of the petitioner and was recorded as patta land in his favour in the revenue records; the Government at no point of I I I ! time passt:d any proceedings against the said land. That only after due verifrcation of the revenue records, the petitioner purchased the land admeasuring Acs.2-01 guntas in Survey No.l20l4 and Acs.2-01 guntas in Survey Nc'.120/4/4, total admeasuring Acs.4-02 guntas, under registered sale deed bearing document No.20 of 2005 dated 03.01.2005 from one Mr. Jitta Purushothitm Rao and Ms. Jitta Vijaya Laxmi who in turn purchased the same from one Mr. R.S.A.Yella Rao under notarized sale deed dated 03.02.1972. The petiti, rner submitted online applications bearing Nos.2500024871 and 25000248'.12 dated 20.12.2025 for mutating his name in the revenue records in respect ol' the subject [and. However, without assigning any reasons, respondent. No.3 rejected the said applications. As such, the petitioner is constrainerl to approach this Court. r-r- ,y' 3

Learned Assistant Government Pleader for Revenue submiffed that the petitioner ought to have challenged the rejection order. without doing so, the petitioner filed this writ petition seeking for direction to the respondent authorities for mutating his name in the revenue .""oidt in respect of the subject land. Therefore, the writ petition is not maintainable and liable to be dismissed. \
#5. As seen from the record, the rejection order is passed rejecting the online applications of the petitioner without assigning any reasons. Though rejection order is not challenged, as it is passed without recording any reasons and in violation of principles of natural justice, in the opinion of this Court, procedural lapses if any by the petitioner should not come in the way of this Cou( in rendering substantial justice.
#6. With the above observations, his writ petition is allowed' The impugned rejection order is hereby set aside. Consequently, respondent No.3 is directed to reconsider petitioner's the online applications bearing Nos.25000 2487 | and 25000 24872 dated 20.12.2025 for mutating his name in the revenue records in respect of the land admeasuring Acs.2-01 guntas in Survey No.l20l4 and Acs.2-01 guntas in survey No.120/4/4, total admeasuring Acs.4-02 guntas, situated at Banda Mailaram Village, Mulugu Mandal, Siddipet District, by giving opportunity of hearing to the petitioner I I 4 and to all c,ther concerned/interested persons, and pass appropriate orders in accordance with law, within a period of four (4) weeks from the date of receipt of a copy of'this order.
