BHASKAR REDDY WRIT PETITION No.3441 of2o25 ORDER: ' It is stated that the petitioner is the owner and possessor of the agricultural land admeasuring Acs.5.32 guntas in Sy.No.8/2/eo situated at Madanapalle Village, Shamshabad Mandal, Ranga Reddy District, having purchased the same through registered sale deed bearing document No.3296 of 2O01, dated

19.07.2OO1. It is further stated that his name has been mutated in all the revenue records uide proceedings No.B/2556 l2OO2, dated

15.02.2022 and pattadar pass book uide Patta No.554 has been issued in his favour under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act, 1977 (for short "the ROR Act, 1971") and the Rules made thereunder. It is further stated that when the petitioner was not issued e-pattadar passbook under the provisions of the Telangana Rights in Land and Pattadar passbooks Act, 2O2O (for short "the ROR Act,2O2O"), he has submitted online application uide No.24OO065149, dated 22.02.2024 seeking for issuance of e-pattadar passbook with data correction in respect of the aforesaid lands. The grievarce of the petitioner is that even after receiving the said application, the respondent authorities are I I 2 CVBR, J Wp.3441,2025 not considering the samc for issuance of e-pattadar pass book. 2. Considered thc submissions of the learned counsel for the respective partics and u'ith their consent, this writ petition is being disposed of at the admission stage.

Learned counsel for the petitioner has vehemently contended that issuance of e-pattadar passbook is only a consequential act of carrying the en tries which have already been made ut-rder the provisions of the ROR Act, 1977. Learned counsel further submitted that the entries made in the pattadar passbook are only compilation of thc survey numbers and the accounts for the extent being mentioned in zr particular village, and therefore, it does not take away the right of the petitioner in any manner unless the entries in the revenue records are corrected by following due procedure.

Sn L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents has not disputed about the submission of the Dharani application and it is stated that if the application submittcd b1'the petitioner fulhls all the requirements, the respondent authorities will consider the same. In view of the above submissions, this Court, without going into merits of the case, deems it appropriate to dispose of the writ petition directing the respondent authorities to examine petitioner,s application uide No.24OOO65149, dated. 22.07 .2024 and if the petitioner satisfied all the requirements for issuance of e-pattadar pass book under the provisions of the ROR Act, 2O2O and the circular instructions issued by CCLA uide Circular No. 1 of 2021, dated 15.01.2O2 1 and Circular No.1 of 2024, dated 2a.O2.2O24, consider the same and if the petitioner is otherwise not entitled for issuance of e-pattadar passbook, the respondent authorities shall pass a reasoned order strictly in accordance with law and communicate the same to the petitioner within a period of eight (8) weeks from the date of receipt of a copy of this order.

6. With the above observations, this Writ Petition is disposed of. There shall be no order as to costs.
