Counsel forthe Respondents: AGp FOR REVENUE The Court made the following: ORDER 4f I I I I I HON'BLE SRI JUSTICE C.V.BHASKAR REDDY WRIT PETITION No.2775 of 2O25 ORDER: This writ petition is hled declaring the action of the respondents in not conducting the survey, demarcation and not hxing the boundaries to the land to an extent of Ac.0.O4 gts., in Sy.No. 1OlA/6AA/A, situated at Khanapur Village, Gandipet Mandal, Ranga Reddy District in pursuance of F-Line application bearing No.DERO2240 1Og3412, dated O3.O9.2024, as ile$|, arbitrary and consequently prayed this Court for other appropriate reliefs.

It is stated that the petitioner is the pattadar and possessor of land to an extent of Ac.O.04 gts., in Sy.No.10/A/64A/A, situated at Khanapur Village, Gandipet Mandal, Ranga Reddy District, having purchased the same through registered sale deed bearing document No.46 of 2024, dated 12.02.2024. It is further stated that the name of the petitioner was reflected in all the revenue records as pattadar and the revenue authorities also issued pattadar passbook as per the provisions of the Telangana Rights in Land and Pattadar Passbooks Act, 2O2O uide passbook No.T05070020546. It is further stated that due to abnormal increase of 2*te land price some ofthe land grabbers have started 2 CVBR, J wp_2775_2025 disturbing :he boundaries of the subject land and as such, t1le petitioner had submitted F-Line applicatio n No.DERO2240IO93472, dated 03.O9.2024 to lespondent authorities, by paying requisite fee to conduct slrruey of t he subject land and fix the boundaries. The grievance of th.e petitioner is that even after receiving the said F-Line application, the respondent authoritres ilre not conducting survey and hxing the boundaries.
3. Considered the submissions of the learned counsel for the respective parties and with their consent this writ petitiop IS disposed of at the admission stage
4. Learnecl counsel for the petitioner has rsubmittt:d that in terms of thc circular issued by the Commissioner., Survey, Settlements and Land Records, the respondeltts are bound to consider the application within 45 days from the drLte of the application zrfter collecting necessary charges.

It is settled law that the Survey Department has the authorit5r to conduct survey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act, 1317 Fasli (Act No. VIII of 1317 Fasli), the Telangana Survey and Boundaries Act, 7923, and the Rules framed thereunder. The Government has issued various circulars specifying the conditions for conducting surveys, particularly F -Line (held measurement) surveys. Individuals requesting such surveys are required to submit specific ll're documents, and if the conditions stipulated in the circulars fulhlled, the survey and boundary fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising po\ /ers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time vide Rc.No.N 1 /654 3 / 99, dated 25.07 .2OO L, Rc.No.N 1 / t4O8 / 07, dated 13.O7.2OO7, and Rc.No.N2/ 1741 l2O1O, dated i8.05.2010 stipulating the conditions for conducting survey of private lands i \ and as per the said circulars, if the petitioner fulfrls all the conditions of the said circular, it is an obligation for the respondents to conduct survey within the time specilied in the said I I circulars.
