It is stated that the petitiorter is the prattadal and possessor of thc agriculture land admeasuring Ac.0-24.50 gurrtas in Srrrvev No.35, situated at Majeeclpur Village, ShanleerPt't Mantlal, lvlt'clclral- Malkajgiri District. It is furtlrt'r stat('c1 th,lt tlrc ttatrtc ol thc l'rt'titiorlt'r was reflected in all the revenue recorcls as Pattatlar antl thc r('\'enu(' authorities also issued e-Pattaclar Pass book bearing No.'l 06130140013 with Khata No.29 under the provisions of the Telangana Rights in Land and Paitadar Passbooks Act,2020. It is further stated that due to abnormal increase of the land price some of the neighbouring land owners have started disturbing the boundaries of the subject land (ln(l .ls sue h, tht, ;r1'litilrner l'ra,.{ submitteci F-Line arpplication No.AOD02230tl()5o153, rlateti 18.07.2023, to resporrc'lent Nos.5 to 7, by paying requisite fee to conduct survey of the subject land ancl fix the boundaries. The grievance of the petitioner is that even after receiving the said F-Line application, the respondent authorities are not conducting survey and fixation of the boundaries.

It is settled law that the Survey Department has the authority to concluct survey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act, 1317 Fasli (Act No'VIII of 1317 Fasli), the Telangana Survey and Boundaries Act,7923, and the Rules framed there under. The Government has issued various circulars specifying the conditions for conducting surveys, particularly F-Line (field measurement) surveys' h-rdividuals requesting such surveys are required to submit specific clocurnents, ancl if tlre conclitio|rs stipuiatr-'tl in the circulars are fulfilled, the surrrey ancl bounclarv fixatior-r rnal'Lre concluctecl. The Commissioner, Survev, Settlemc'nts arrd l-'rtltl Rt'corcis' exercising polvers under the Telansana survey ancl Bounllarics Act, 1923, issued relevant circulars from time to time arde Rc'No'N1 / 6543/gg, dated 25.07.2001; Rc.No.N1/1408/07, dated 73.07'2007; and Rc.No.N2/ 1741. / 2010, dated 18'05.2010, stipulating the conditions for conducting survey of private lands and as per the said circulars, if the petitioner fulfils ail the conditions of the said circular, it is an obligation \ for the respondents to conduct survey withiir the time specified in the said circulars
