MUTHYALA MURALIDHAR Counsel for the Respondents: GP FOR REVENUE The Court made the following: ORDER 7 I THE HON'BLE SRI JUSTICE C.V.BHASKAR REDDY WRIT PETITION N0.2466 of 2025 ORDER: This r,vrit petition, under Article 226 of the Constitution of India, is filed by the petitioner, seeking the following relief: "For the reasons stated in the accompanying affidavit, the petitioner herein prays that this Hon'ble Court may be pleascd to issue an appropriate Writ, Order or Direction more particularly in the nature of Writ of MANDAMUS declaring the action o[ the respondents more particularly the action of the resporldents 2 t<t 4 in not updating revenue record and not issuing c-pattadar Passbook to an extent ofAc. 1.23-guntas in Sy.No. U9/Vu situated at Baswapur Village, Mulugu Mandal, Sicldipet District in favor of petitioner, as arbitrerry, illegal, u,ithout jurisdiction and violative of provisions of ROR Act and fundamcntal rights guaranteed under Article 300-A of the constitution of tndia and consequently direct the respondents 2 to 4 to update the name of petitioner in the revenue records pertaining to the agricultural land in Ac..I.23 guntas in Sy.No. 89/Vu situated at Baswapur Village, Mulugu Mandal, Siddipet District and also to issue e-pattadar passbook cum title deed in favor of pctitioner and to pass such other orders as may deem fit and proper in the circumstances of the case."

It is stated that the petitioner is the pattadar and possessor of agricultural land admeasuring to an extent of Ac. i.23 guntas ln Survey No.B9/Vu, situated at Basu'apur ,2 CVBR, J W.P.No.2466 of 2025 I Village, Mulugu Mandal, Siddipet District (for short, 'the subject land'). It is further stated that the respondents have recorded the name of the petitioner as pattadar as per the provisions of the Telangana Rights in Land and Pattadar Passbooks A<:t, 197 I and the Rules made thereunder and issued old pattadar passbook uide Passbook No.Y-53151 Patta No. 18. The grievance of the petitioner is that the extent mentioned in thc said pattadar passbook is not reflected in Dharani Portal and also respondents have not issued the new e-pattadar passbook as per the provisions of'the Telangana Record of Rigl.rts in Land and Pattadar Passbooks Act, 2O2O and the petitioncr is constrained to make an application uide ref.No.22OO12965l dated 29.1O.2O24 in the prescribed format in Dharan i Port al .

Learned coun sel for the petitioner submitted that even after receiving the application uide ref.No.2200129651 dated 29.1O.2024 of the petitioner, the respondents have not issued new e-l)attadar passbook and title deeds to enable the I 3 CVBR, J W.P.No.2466 of 2025 petitioner to receive various incentives sanctioned by the Government as investment subsidies to the pattadars.
4. Learned Government Pleader appearing for the respondents has not disputed making an application by the petitioner for issuance of the new e-pattadar passbook as per the provisions of the Telangana Record of Rights in Land and Pattadar Passbooks Act, 2O2O -

In view ol the said submissions, this Court without going into the merits of the case, as it is stated that the petitioner was issued pattadar passbook under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act, \ 197 I and when the new e-pattadar oassbook has not been issued under the provisions of the Telangana Record of Rights in Land and Pattadar Passbooks Act, 2O2O, the petitioner has made an application uide ref .No.220012965l dated 29'lO'2024 seeking to issue new e-pattadar passbook, the ends of justice would be met if the respondents are directed to consider the application of the petitioner dated 29 ' I 0 .2024 and rf til.e I I 4 CVBR, J W.P.No.2466 of 2025 I petitioner is otherwise eligible for issuance of new e-pattadar passbook under the provisions of the Telanganat Record of Rights in Land and Pattadar Passbooks Act, 2O2O for the subject land for which old pattadar passbook has been issued uide Passbook No.Y-53151 Patta No. 18, the respondents are directed to consider the application of the petitioner dated
29.1O.2024 and pass a reasoned order within a period of eight (08) weeks from the date of receipt of a copy of this order.
6. With the above observations, the Writ petition is disposed of.
