2. Heard learned counsel for the petitioner and learned Govemment Pleader for Agriculture appearing on behalf of the respondents. Perused the material available on record'

It is submitted by the learned counsel for the. petitioner that the subject matter of this writ petition is squarely covered by the common order of this Court dated i0'O7'2015 in W.P.No.25293 of 2Ol4 and batch, as modified by the Division Bench of this Court in W.A.Nos. 1 122 and 1 136 of 2016' dated

It is made clear that the competent authoritg is entitled to callect .sam;rles in compliance of Part C of the ofder dated 23.02.2021 and test the compatibilitg of the products meeting the parameters to be marketed 2 as bio-nutrients, before granting the prouisional Certi,ficate of Registration- It is in the public interest to ensure lhat a product to be produced and marketed os u bio nutient uith tlLe object of helping the .farmer to deuelop hiqh cellulose and resistance pouer in the plants meets the parometers to qualifg as a bio-nutrient. The petitioners shall co-operate in drauting the samples. Utttil the exercise as directed aboue, is ampleted., subject of course to petitioners submitting applications within the time stipulated aboue ancl in compliance of requirements of Clause S of the order dated 2.3.02.202 ) of tLLe Gouernment of Indta, petitioners are enlitled to manufacture and distibute as contemplated bA Clause 4 of the order dated 23.02.2021.
