Petition Under Article 226 ol the Constitution of lndia praying that in the circumstances stated rn the affidavit filed therewith, the High Court may be pleased to issue an appropriate writ, order or direction more particularly one in the nature of Writ of Mandamus declaring the action of the Respondent Nos.2 to 5 in non-considering the On-line application of the Petitioner through vide No. 2300125875, dated 05.08.2023 and non-initiating to delete the land from the Prohibited Properties and non-initiating to transfer the land of the Petitioner to an extent of Ac.1 .24 Gts, in Survey No. 2441104, which is situated at Pedda Amberpet Village, Abdullapurmet Mandal, Ranga Reddy District from Notional Khata to Patta is illegal, arbitrary, unconstitutiona I and violation of Articles 14, 15, 21 and 300-4 of Constitution of lndia and also violation of Principles of Natural Justice and consequently direct the Respondent Nos.2 to 5 to consider On-line application through vide No. 2300125875, dated 05/08/2023 and delete the land of the Petitioner to an extent of Ac.l .24 Gts, in Survey No. 2441104, which is situated at Pedda Amberpet Village, Abdullapurmet Mandal, Ranga Reddy District which is kept under the Prohibited Properties and transfer land of the Petitioner from Notional Khata to Patta Land. l.A.NO:1 OF 2025 Petition Under Seclion 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased to direct the Respondent Nos.2 to 5 to consider On-line application through vide No. 230012587 5, dated 05 08.2023 and delete the land of the Petitioner to an extent of Ac.'l .24 Gts, in Survey No. 2441104, which is situated at Pedda Amberpet Village, Abdullapurmet lvlandal, Ranga Reddy District which is kept under the Prohibited Properties and transfer land of the Petitioner from Notional Khata to Patta Land pending disposal of the writ petition. BHASKAR REDDY WRIT PETITION No.2573 of2025 ORDER It is stated that the petitioner is the owner and possessor of the land to an extent of Ac.L.24 guntas in Sy.No.244/ 1O4 of Pedda Amberpet Revenue Village, Abdullapurmet Mandal, Ranga Reddy District and his name was also recorded as pattadar in the revenue records and the revenue authorities also issued pattadar passbook No.156436 urde Patta No'319 under the provisions of the Telalgana Rights in Land and Pattadar Passbooks Act, 197 )' (for short "the Act, i97t") and the Rules made thereunder. It is further stated that the respondent authorities without taking into consideration of the fact that the petitioner is pattadar, have notilied the subject property as prohibited properLy uide Gazette Notihcation No 'ESl 49761 2Ol3lHayathnagar/ Pedda Amberpet, dated 26.O9'2O13 and in the pattadar passbook the same was shown as Laoni Patta issued under the provisions'of the Laoni Rules framed under Telangana Land Revenue Act, 1317 Fasli and therefore, the petitioner had submitted an application No.23O0125875, dated 5.O8.2O23 seeking for deletion of the land from the list of prohibited properties and also change the nature from Notional -t\ 2 CVBR, J wp_2573-2025 Khata to Patta Land. The grievance of the petitioner is that even after receiving the said application the respondent has not taken any action so far.
2. Considered the submissions of the learned counsel for the respective parties and with their consent, this writ petition is being disposcd of at the admission stage.

Sri L.Ravinder, learned Assistant Government pleader for Revenue appearing for the respondents has vehemently contended that in the pattadar passbook relied upon by the petitioner, it rs recorded as Laoni patta and qs such the petitioner was assigned the subject land and she is not entitled to transfer or alienate the subject property in favour of third I parties.

As seen from the above, the grievance of the petitioner is that for changing the nature of land from Notional Khata to Patta, it is not the case of the petitioner that she is making efforts to alienate the propert5r in favour of third parties in violation of the conditions of the assignment. It is well settled law that il the petitioner has violated the assignment patta conditions, the respondent authorities have power to take appropriate action against the petitioner. Since the petitioner is -7 -t CVBR, J Wp-25'13 2025 only seeking for conversion of Khata lrom Notional to Patta, this Court deems it appropriate to dispose of this writ petition, directing the respondents to examine the petitioner's application No.2300125875, dated 05.08.2023 and pass appropriate orders in accordance with law and if the petitioner is not otherwise entitled for the same, the respondent authorities shall pass a reasoned order and communicate the decision thereon to the petitioner. Th'e pntire exercise shall be completed within a period of eight (O8) weeks from the date of receipt of a copy of this order.
5. With the above observations, this Writ Petition is disposed of. There shall be no order as to costs.
