BIIASKAR REDDY WRIT PETITION No.2lol of 2025 ORDER: It is stated that the husband of the petitioners by narne Kasgi Ramulu was allotted land admeasuring Acs.4.00 guntas in Sy.No. 10O of Machnoor Village, Jharasangam Mandal, Sanga Reddy District uide proceedings No.A9/7495/ 1974 and his name i was recorded as pattadar in all the revenue records. After the death of their husband, the names of the petitioners were mutated in all the revenue records and the revenue authorities also issued pattadar passbook No.O0023O6 uide Patta No.3B0 in their favour under the provisions of the Telangala Rights in Land and Pattadar Passbooks Act, l97L (for short "the ROR Act, l97l"l and the Rules made thereunder. It is further stated that when the petitioners were not issued new e-pattadar passbooks under the provisions of tJ e Telangana Rights in l,and and Pattadar Passbooks Act,2O2O (for short "the ROR Act,2O2O"), they have submitted online applications uid.e No.2400049007 and 24OOO48997, botl. dated 28.06.2024 seeking for issuance of e-pattadar passbook. The grievance of the petitioners is that even after receiving the said applications, the respondent authorities 2 CVBR, ., wp_21,07_2025 are not considering the same for issuance of e_pattadar pass book. Hence, the writ petition.

Considered the submissions of the learned counsel for the respective parties and with their consent this writ petition is 'disposed of at the admission stage. 3. karned .counsel for the petitioners has vehemently contended that issuance of e-pattadar passbooks is only a consequential act of carr5ring the entries which have already been made under the provisions of the ROR Act, 1971 . Therefore, unless and until earlier passbooks have been cancelled by following the due procedure, the respondent authorities are not having any power or authority to deny issuance of .r"* pattadar passbook.

Learned Assistant Government pleader f<rr Revenue appearing for the respondents has not disputed about the submission of the applications made by the petitioners and it is stated that if the applications submitted by the petitioners fufiir all the requirements, the respondent authorities will consider the same. In view of the above submissions, this Court, without going into merits of the case, deems it appropriate to dispose of the writ petition directing the respondent authorities to examine the online applications Nos.2 4OOO49OO7 and 24OOO48997, both dated 28.06-2024 submitted by the petitioners duly taking into consideration of the old pattadar pass book and if the petitioners satis$ all the requirements for issuance of e-pattadar pass books under the provisions of the ROR Act, 2O2O and the circular instructions issued by CCLA uide circular No.l of 2021, dated
15.01.2021 a-trd Circular No.l of 2024, dated 28.02-2024, consider the same and pass a reasoned order strictly in accord.ance with iaw and communicate a copy of ti.e said order to the petitioners within a period of eight (8) weeks from the date of receipt of a copy of this order.
