The petitioner herein is claiming that he is the absolute owner and possessor of the land admeasuring Acs'21 '24% guntas in Survey Nos.448, 449, 450 and 458, situated at Gowdavelli Viltage, now within the limits of respondent No.3 Municipality, Medchal Mandal, Medchal - Makajgiri District Respondent No'4 obtained lay out permission by showing proposed 30 meters wide road as per the Master Plan of HMDA passing through his land in Survey Nos 439 and 458 of Gowdavelli Village and proceeded with construction on the area covered by the aforesaid proposed 30 meters wide road' Therefore, the petitioner has submitted representations dated
