Counsel for the Petitioner: SRI BOYA RAVINDER REDDY Counsel forthe Respondents: AGP FOR REVENUE The Court made the following: ORDER HON'BLE SRI JUSTICE C.V, BHASKAR REDDY WRIT PETITION No.l23l of 2025 ORDER: It is stated that the petitioners have purchased agricultural land admeasuring Ac.O.38 gts., (out of Ac. 1. 16 gts) in Sy.No.29/A1, situated at Himayatnagar Village, Moinabad Mandal, Ranga Reddy District, represented by their GPA Holder. It is further stated that they made an application before respondent No.6 seeking mutation of their names in the revenue records. It is further stated that respondent No.6 has passed orders uide Flle No.Bl3057 /2019, dated O3.O2.2O2O' by ordering mutation in the revenue records and also declared the petitioners as the owners and possessors of the subject land. It is further stated that despite the orders being passed by the respondent No.6, the said mutation proceedings have not been implemented by incorporating the names ol the petitioners in the revenue records. The grievance of the petitioners is that they have submitted an online application through Dharani portal uide No.22oO141017, dated 1a.11.2022 seeking to consider the mutation proceedings and also issue e-pattadar passbooks and title deeds in respect of the subject property and the same was rejected without assigning any reasons. Learr-red Assistant Government pleader for Revenue has submitted that the petitioners have not enclosed all the relevant documents and also not submitted the online application in the prescribed format through Dharani portal, therefore, the application of the petitioners was rejected. Learned Assistant Government Pleader iurther submits that if the petitioners make a fresh application duly enclosing all the dccuments in the format prescribed in Dharani application, the said application would be considered.

This Court has carefully examined the impugned order passed by respondent No.3 rejecting the application submitted by the petitioners for implementation of mutation proceedings dated O3.O2.202O issued by respondent No.6. Except saying that the application submitted by the petitioner is rejected, no valid reasons whatsoever have been assigned to enable the petitioners to take appropriate action. Since the impugned order passed by respondent No.3 is *-1..,.:""o"ance with the I I 3 CVBR, J Wp_1231 2025 principles of natural justice, the same is liable to be set aside and accordingly, the same is set aside and the respondent authorities are directed to re-examine the application No.22O0141O17, dated 18.11.2022 submitred by the petitioners and if they are otherwise eligible and fulfils all the requirements mentioned in CCLA's circular No.1 of 2021, d,ated tS.Ol.2O2l and Circular No. 1 of 2024, dated 28.02.2O24, consider the same and pass a reasoned order in accordance with law and communicate the same to the petitioners, within a period of eight (08) weeks from the date of receipt of a copy of this order.
