1..{: ^ HON'BLE SRI JUSTICE C.V.BTIASKAR REDDY WRIT PETITION No.1 OO3 of2025 ORDER: t Thi" writ petition is hled declaring the action of the respondents in not considering the F-Line application' dated 18.05.2024 submitted by the petitioner seeking for conducting survey and demarcation of the land to an extent of Ac'2-O0 guntas in Sy.No.71 | lN I I l2 situated at Dabilpura Village, Medchal Mandal, Medchal Malkajgiri District, as illegal, arbitrary and violative of the Articles 14, 15, 2| and,3oo-A of the Constitution of India and for other appropriate reliefs' It is stated that the petitioner is the pattadar and possessor 2. of the agricultural land to an extent of Ac'2'0O guntas in Sy.No.711lN/1/2 situated at Dabilpura Village, Medchal Mandal' 'stated that the name of Medchal Malkajgiri District' It is further the petitioner was reflected in all the revenue records as Pattadar andtherevenueauthoritiesalsoissuede-pattadarpassbooks bearing No.TO6100 1 1 1 188 and Khata No'6O287 under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act,2O2O.ItisfurtherstatedthatthepetitionerhassubmittedF- Lineapplication No.DER0224O1050108, dated la'O5'2024 to respondent No.4, by paying requisite fee to conduc:_surv? of th9 _ 2 subject lancl and hx the boundaries. The grievance of the petitioner is tl-rat even after receiving the said F_Line application, the respondent authorities are not conducting survey and fixation of the boundaries
3. Considered the submissions of the learned counsel for the petitioner and learned Assistant Government pleader for Revenue appearing for the respondents and with their consent this writ petition is disposed of at the admission stage.
4. Learned counsel for the petitioner has submitted that in terms of the circular issued by the Commissioner. Survey, Settlements and Land Records, the respondents are bound to 45 days from the date of the consider the application within application after collecting necessary charges
5. l,earned Assislant Government pleader for Revenue appearing for the respondents has submitted that the respondent authorities will consider the aforesaid F-Line application s,bmitted by the petitioner by following due procedure laid down under Iaw and conduct survey and demarcate the subject land by fixing boundaries.

It is settled law that the Survey Department has the authority to con(luct survey and demarcate lands in accr:rdance I F 3 with the provisions ofthe Telangana Land Revenue Act' 1317 Fasli (Act No. VIII of 1317 Fasli), the Telangana Survey and Boundaries Act, 1923, and the Rules framed thereunder' The Government has issued various circulars specifying the conditions for conducting suweys, particularly F-Line (field measurement) surveys ' Individuals requesting such surveys are required to submit specihc documents, and if the conditions stipulated in the circulars are fulfilled, the survey and boundary fixation may be conducted' The Commissioner, Survey, Settlements and Land Records' exercising powers under the Telangana Survey and Boundaries Act' 1923' time vide issued relevant circulars from time to Rc.No.N1/654 3/99' d'ated 25'07 '2OOl' Rc'No'N1/ L4O8lO7 ' dated 13.O7.2OO7, and Rc'No'N2/174Ll2OLO' dated 18'05'2010 stipulating the conditions for conducling survey of private lands and as Per the said circulars, if the petitioner fulfills all the is an obligation for the conditions of the said circular' it respondents to conduct survey within the time speci{ied in the said circulars. t \ In view of the aforesaid discussion' this Court deems it of this writ Petition directing the petitioner F-Line application dated Ia.O5.2O24 submitted I t 7 . approPriate to disPose respondents to examine No.DERO224O 1O50108, 4 o conducting survey ald demarcation by fixing boundary stones to the petitioner land to an extent of Ac.2_OO guntas in Sy.No.71 1/\t/l/2 situated at Dabilpura Viilage, Medchal Mandal, Medchal Malkajgiri District and if rhe petitioner fulfills all the . conditions mentioned in the circulars issued by the Commissioner, Survey, Settlements and Land Records from time to time, after issuing notices to all the persons interested and adjacent pattadars and after considering their objections, the respondents shall conduct survey of the aforesaid land, within a period of eight (g) weeks from th<: date ofreceipt of a copy of this order. 8. With the above observations, this Writ petition is disposed of. There shall be uo order as to costs.
