Petition under Article 226 of the constitution of India praying that in the circumstances stated in the Affidavit filed herein the High Court will be pleased to issue writ, order or direction more particularly one in the nature of writ of mandamus calling for the records from the First respondent herein relating to circular instructions R.C.No.E2/406/2001, dated 06-02-2001 and declare the same as illegal, arbitrary and violative of Article 14 and 19 of ultra vires of the Registration Act and consequently direct the second Respondent herein to registrar the sale Deed executed by the petitioner to his plot No.105 to the extent 320 sq. yards or sq. meters 265.60 in sy. No.227/1 at Bahadurpally village in favour of the prospective purchasers in accordance with law. H eard learned counsel for the petitioner and learned Government Pleader for Revenue. Both have no objection for disposal of the writ petition at the stage of admission in the light of the order passed earlier by this court in W.P.No.12433 of 2004, dated 24-8-2004. Following the same, the Writ petition is disposed of at the admission stage, directing the respondents as and when such sale deeds are presented and if they are in accordance with law, the same has to be registered without insisting No Objection Certificate, unless it is notified as contemplated under Section 22 (A) of the Registration Act, 1908. _____________________ A.
