In terms of the order dated 02nd September, 2025, the Petitioners have filed an amended memo of parties impleading the private Respondents from whom they apprehend threat to their life and limb. These individuals have now been impleaded as Respondents No. 2 to 6. 2. The State has filed a detailed Status Report, which reveals as follows: “2. That, Petitioner No. 1 Sh. Jassi Paswan (Transgender) W/o Johnson R/o W-66/37, T-Camp, Krishna Colony, Uttam Nagar, New Delhi had also given a complaint against Sunil @ Chiddi’s family members for conspiring to implicate the Petitioners in false cases and for transmitting threat on the social media to kill them. 3. In this regard, it is submitted that a case FIR No. 713/23 U/S 302/34 IPC & 25/27 Arms Act P.S. Uttam Nagar, Delhi was registered on the complaint of an eye-witness, namely Sohil, in which he alleged that on 13th December, 2023 at about 05.00 PM, he along This is a digitally signed order. Johnson (Petitioner) also joined them. Then accused Sunil @ Chiddi and Aman Tatiya came over there and started a scuffle with them as they had some personal prior rivalry. Listening to their quarrel, family members and other public persons started gathering over there. Then accused Sunil Paswan @ Chiddi fired with his country-made pistol at the deceased Raj on the instigation of accused Aman Tatiya and fled away from the spot. The deceased, Raj was taken to DDU Hospital where he was declared brought dead by the doctor. 4. During the course of investigation, accused Sunil @ Chiddi and Aman Tatiya were arrested on 15th December, 2023 and on their instance; weapon of offence i.e. country made pistol was recovered. On the basis of their disclosure statements, one more accused namely Awdesh who arranged country made pistol and two live cartridges for the alleged offence was also arrested on 16th December, 2023. All the accused are running in judicial custody, and the case is pending trial. 5. Further, on 02nd August, 2025, another FIR No. 471/25 U/s 103(1)/3(5) BNS at PS Bindapur was registered on the statement of eye-witness Sh. Sahil Sharma in which he alleged that three boys stabbed knife in the stomach of the deceased Rahul (brother of Sunil @ Chiddi). In this case, three CCLs have been apprehended and were sent to Observation Home. Further, the family members of deceased Rahul have levelled the allegation of conspiracy behind this murder of Rahul on Jassi Paswan and her husband Johnson. 6. In the present complaint, the complainant Jassi Paswan alleged that on 02.08.2025 after the murder of Rahul, Sunil @ Chiddi’s elder brother Raja Ram openly threatened to kill her and her family members and other witnesses on the release of Sunil @ Chiddi’s from the jail. 7. The complainant Jassi Paswan has been interrogated with respect to the present complaint. During interrogation, he gave reference of two videos uploaded on YouTube by two channels namely Tej Tarrar (Kabren Delhi ki) and Delhi Up To Date regarding the incident of dated 02nd August, 2025. 8. In the above videos, Ms. Meena (mother of deceased Rahul), Raja Ram (brother of deceased Rahul), Ms. Kajal (wife of deceased Rahul) and Ms. lndu (sister of deceased Rahul) are levelling allegation of conspiracy against Jassi Paswan and her husband Johnson behind the murder of deceased Rahul. Ms. Meena and Raja Ram are threatening that they will take the revenge of this murder of Rahul. 9. During the investigation of case FIR No. 471/25 dated 02nd August, 2025 U/s 103(1)/3(5) BNS at PS Bindapur, Delhi it came into notice that the three JCLs who committed the murder of Rahul were This is a digitally signed order. As per their version, the motive behind the murder of Rahul was that his brother Sunil @ Chiddi murdered Raj. However, Jassi Paswan and her husband Johnson have been interrogated in detail in the above case but no evidence have come on record against them. The PIR against the three JCLs has been prepared and filed in the Hon’ble JJ Board, Dwarka, Delhi. 10. Regarding the police protection of Jassi Paswan and her husband Johnson, one request has been sent to Special Cell, Delhi Police for conducting their Threat Assessment which is under process. However, Division and Beat Staff have been properly briefed and deputed round the clock to prevent any heinous crime in the area.” 3. From the Status Report, it is evident that (i) there exist serious allegations and counter-allegations between the parties; (ii) the Petitioners have been subjected to threats, including those publicly circulated through online videos; and (iii) the police machinery has already initiated threat-assessment proceedings and interim protective measures. In this backdrop, and considering that the present proceedings are confined to the limited relief of seeking protection, the Court finds no occasion to enter into disputed facts or to record any findings touching upon the merits. 4. Having regard to the nature of the relief sought, and since the Court is not adjudicating upon the inter se disputes between the parties, it is not considered appropriate to issue notice to the private Respondents as the protection being extended is preventive in nature and does not entail adjudication of any rights or liabilities of the parties. 5. In light of the Status Report filed by the State, it is directed that they shall continue to provide necessary protection to the Petitioners, as already being afforded. Upon completion of the Threat Assessment by the Special Cell, if any further security measures are warranted, the same shall also be extended forthwith. This is a digitally signed order.
