JUSTICE SHAILESH KUMAR SINHA ORAL ORDER 4 13-08-2013 Heard learned counsels for the petitioners, Universities and the State. It is submitted on behalf of the petitioners that with respect to the promotion of the Reader to the post of University Professor under the Time Bound Promotion Scheme as per the statutes of the University, a Letter No. 281 dated 16th of March, Patna High Court CWJC No.16001 of 2010 (4) dt.13-08-2013 2013 has been issued under the orders of Chancellor of the University, addressed to the Vice-Chancellor, V.K.S. University, Ara and copy was forwarded to all the Vice-Chancellors of University of Bihar for information and necessary action. Learned counsel for the petitioners submits that in their case, the Universities should consider and pass appropriate order in light of the aforesaid letter issued from the office of the Chancellor. Considering the submissions of the parties, all the above writ applications stand disposed of permitting the petitioners to file representation before the Registrar of the University alongwith the copy of the aforesaid letter, as contained in Annexure-2 to the Supplementary affidavit filed in CWJC No. 5896 of 2011. In case, such representation is filed within a period of four weeks, the same be considered in accordance with law by passing a reasoned order expeditiously, preferably within a period of four months on receipt of such representation.
