“70. On the other hand, in a series of decisions which we have noticed hereinbefore, Court has now firmly laid down the law that regularization cannot be a mode of appointment” The Court finds it difficult to grant any relief to the petitioner as sought. Needless to state that if the respondents have recommended him to the Staff Selection Commission, the Commission is expected to act in accordance with law expeditiously in the matter so that the petitioner along with others eligible to be considered have an opportunity in due time. The aspects of law considered and the principles discussed do not appear to have been raised in C.W.J.C. No. 10660 of 1996 and which in any event has no application to the facts of the present case. The writ application is dismissed except to the extent observed. P. Kumar ( Navin Sinha, J.)
